S 3428: A bill to require the Secretary of Energy to establish a Nuclear Fuel Security Program, expand the American Assured Fuel Supply Program, and submit a report on a civil nuclear credit program, and for other purposes.

Fission for the Future Act This bill establishes new programs and expands existing programs to increase domestic supplies of certain types of low-enriched uranium. First, the Department of Energy (DOE) must establish a program to increase the production of certain types of low-enriched uranium by U.S. nuclear energy companies. Second, DOE must expand the existing American Assured Fuel Supply Program to ensure the availability of certain types of domestically produced uranium in the event of a supply disruption. Third, DOE must establish a demonstration program to make certain types of low-enriched uranium available from its inventories, stockpiles, or allies to meet the needs and schedules of advanced nuclear reactor developers until such time that commercial enrichment and deconversion capability for the uranium exists in the United States at a scale sufficient to meet future needs.

S 4814: ORBITS Act of 2022

Orbital Sustainability Act of 2022 or the ORBITS Act of 2022 This bill directs specified agencies to take actions to remediate orbital debris (human-made space objects that are no longer in use and can harm orbiting satellites and on-orbit activities). First, the National Aeronautics and Space Administration (NASA) must publish and periodically update a list of orbital debris that pose the greatest immediate risk of harm to orbiting satellites and on-orbit activities, establish a demonstration program to foster the development of technologies to remediate the orbital debris on the list, and carry out other research and development activities to advance technologies for remediating orbital debris. NASA (and other relevant agencies) may also contract for remediation services to support the commercial availability of such services. Second, the National Space Council must update the Orbital Debris Mitigation Standard Practices within 90 days of the enactment of the bill and update them periodically thereafter. The updates must address matters including satellite constellations and other planned space systems, collision risks, and disposal of space systems after missions. The updates must inform (1) regulations of other agencies concerning orbital debris, and (2) bilateral and multilateral discussions with other countries concerning certain space activities. Third, the Department of Commerce must facilitate the development of standard practices to coordinate on-orbit space traffic. Upon completion of the practices, Commerce and other federal departments must promote their adoption and use for space missions.

HR 310: To posthumously award the Congressional Gold Medal, collectively, to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, in recognition of their contributions to the Nation.

This act directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

S 5302: Health Savings Accounts For All Act of 2022

Health Savings Accounts For All Act of 2022 This bill revises provisions relating to health savings accounts (HSAs). Specifically, the bill increases the annual limitation on tax-deductible contributions to HSAs by plan participants and their employers; eliminates the requirement that an HSA participant must be enrolled in a high deductible health plan as a condition of eligibility; allows payments from HSAs for health insurance premiums and primary care service arrangements; allows payment of medical expenses incurred prior to the establishment of an HSA and correction of administrative errors prior to the due date of an applicable tax return; allows a tax-free rollover of amounts in an HSA, upon the death of an account holder, to the account holder's child, parent, or grandparent; allows payments from HSAs for vitamins, dietary supplements, gym membership, and wearable fitness trackers; and extends bankruptcy protections to HSAs on the same basis as tax-preferred retirement plans.

S 3662: Preventing PFAS Runoff at Airports Act

Preventing PFAS Runoff at Airports Act This act temporarily allows the Federal Aviation Administration (FAA) to cover 100% of the costs for airports to purchase and deploy equipment to test fire suppression systems that contain perfluoroalkyl and polyfluoroalkyl substances (PFAS) without discharging such substances. (PFAS are manmade substances and may have adverse human health effects.) The FAA must also (1) conduct outreach to inform airports of the availability of the increased cost-sharing; and (2) brief Congress on options to reimburse airports that acquired equipment without, or with reduced, federal funding and other matters.

HR 1193: Cardiovascular Advances in Research and Opportunities Legacy Act

Cardiovascular Advances in Research and Opportunities Legacy Act This act addresses research, education, and awareness concerning valvular heart disease and its treatment. This disease is caused by damage to or disease affecting any valve that controls blood flow in the heart. The National Institutes of Health may conduct or support research on the disease in consultation with the National Heart, Lung, and Blood Institute (NHLBI). The NHLBI must also conduct a workshop on mitral valve prolapse, which occurs when the valve between the chambers of the left side of the heart seals improperly. The Department of Health and Human Services (HHS) must develop best practices to treat valvular heart disease. HHS may also carry out other projects to increase education and awareness of the disease.

S 5294: Legacy Mine Cleanup Act of 2022

Legacy Mine Cleanup Act of 2022 This bill establishes the Office of Mountains, Deserts, and Plains within the Environmental Protection Agency. The office must address abandoned hardrock mines, including by (1) establishing and annually updating a list of abandoned hardrock mine sites that are prioritized for response actions, and (2) updating every five years an interagency plan to carry out response actions at Navajo Nation abandoned uranium mine sites.

Financial Regulators Transparency Act of 2022 This bill makes certain disclosure and ethics requirements applicable to the Federal Reserve banks and financial regulators. For example, the bill makes Federal Reserve banks subject to Freedom of Information Act requests and makes financial regulators subject to congressional ethics inquiries.

S 1351: Safeguarding American Innovation Act

Safeguarding American Innovation Act This bill addresses the security of federally funded research and development grants and export-controlled goods, technologies, or sensitive information. The bill establishes in the Office of Management and Budget a Federal Research Security Council to develop federally funded research and development grant making policy and management guidance to protect the national and economic security interests of the United States. Each executive agency on the council shall be responsible for assessing federal research security risks posed by persons participating in federally funded research and development. The bill prohibits any individual from knowingly (1) preparing or submitting a federal grant application that fails to disclose the receipt of any outside compensation, including foreign compensation, by the individual; or (2) forging, counterfeiting, or otherwise falsifying a document to obtain a federal grant. An alien shall be inadmissible to the United States if a consulate or the Department of Justice knows the alien seeks to enter the United States to acquire export-controlled goods, technologies, or sensitive information if the Department of State has determined that such acquisition would be contrary to U.S. national security (including economic security). The bill revises provisions relating to the disclosure of foreign gifts.

S 5286: Responsible Self-Regulation Act of 2022

Responsible Self-Regulation Act of 2022 This bill provides for the registration of an association of digital asset intermediaries with the Securities and Exchange Commission and the Commodity Futures Trading Commission. Upon the written request of a member of the association, a registered digital asset association is allowed to make an initial determination of the legal character of a digital asset, including as a security, an ancillary asset, or a commodity.
