SB 338: Relating to: enforcement of the federal Help America Vote Act.

SB 338 modifies Wisconsin election law to strengthen enforcement of the federal Help America Vote Act. It requires election commissions to process complaints about voting system violations within strict timelines (5 business days to acknowledge, 89 days for final decisions) and hold open hearings with recorded proceedings. The bill mandates uniform, non-discriminatory investigation of all complaints and prohibits dismissing cases simply because a complaint alleges a violation by the commission itself. If a complaint is valid, the commission must take corrective action, and complainants can appeal dismissals to court. This directly affects voters, election officials, and organizations filing voting-related complaints.

AB 323: Relating to: ratification of the Cosmetology Licensure Compact. (FE)

AB 323 ratifies the Cosmetology Licensure Compact, an agreement between states to recognize each other's licenses. It allows cosmetologists, aestheticians, and manicurists licensed in another participating state to practice in this state without obtaining a new license, provided they hold a valid "multistate license" from a compact member. The bill amends licensing laws to explicitly permit using such out-of-state licenses (e.g., in sections 454.04(1)(a)2, 454.04(2)(a)) and defines key terms like "multistate license" and "compact." This directly affects licensed professionals seeking to work across state lines within the compact.

SB 363: Relating to: allowing certified child care operators to provide care to up to six children. (FE)

SB 363 allows certified child care operators to provide care for up to six children under age 7 without needing a full child care center license. This directly affects certified home-based providers who currently face licensing requirements for caring for four or more young children. The bill creates a new exception in state law, permitting certified operators to care for six children regardless of family relationship, with adjusted limits if three or more children are under age 2 (e.g., caring for three children under 2 allows a total of five children). It reduces regulatory barriers for small-scale, certified providers while maintaining safety thresholds based on children's ages. The change modifies existing licensing rules under Wisconsin statutes to expand permitted care capacity.

SB 359: Relating to: the minimum age of assistant child care teachers.

SB 359 sets a minimum age of 16 for assistant child care teachers in licensed Wisconsin child care centers. It requires these assistants to complete specific early childhood education training (such as two credits, a non-credit course, or an approved program) within six months of starting their role. The bill also allows trained assistants aged 18 or older to provide limited sole supervision during specific times - like opening/closing hours or naptime in full-day centers, or short periods in school-age programs - when a lead teacher is present. This directly affects child care centers hiring assistants and ensures they meet defined training standards.
