This resolution condemns the President's failure to heed military and intelligence advisors about the speed and nature of the Taliban offense in Afghanistan and urges the President to commit to maintaining the evacuation operation as long as necessary to evacuate any U.S. citizen, lawful permanent resident, or Afghan partner who requests evacuation assistance .
This bill requires the Department of Defense (DOD) to report daily on the efforts to evacuate U.S. citizens and legal permanent residents from Afghanistan until the President certifies to Congress that all such individuals who sought evacuation have been evacuated. Until such certification is submitted, DOD may not use FY2021 funds for activity which would have the effect of reducing the total number of service members deployed to Afghanistan, except in specified circumstances.
Preserving Patient Access to Home Infusion Act This bill specifically includes pharmacy services as part of covered home infusion therapy under Medicare, and specifies that certain payment components still apply regardless of whether or not a qualified supplier is physically present in the beneficiary's home. The bill also allows nurses and physician assistants to establish and review the plan of care for home infusion therapy.
Keep Physicians Serving Patients Act of 2021 This bill requires the Centers for Medicare & Medicaid Services to use specified data regarding physician wages and office rent when determining certain geographic adjustment factors for the payment of physician services under Medicare. With respect to such payment, the bill also makes permanent certain minimum adjustments to the work geographic index and extends to all localities certain minimum adjustments to the practice expense index.
No Federal Funding for Confederate Symbols Act This bill prohibits federal funds from being used for the creation, maintenance, or display of any Confederate symbol on federal public land or other federal property. An exception to such prohibition is provided (1) if the use of such funds is necessary to allow for the removal of the Confederate symbol to address public safety; or (2) in the case of a Confederate symbol created, maintained, or displayed in a museum or educational exhibit.
This resolution expresses the sense of the House of Representatives that policies concerning medication abortions should be grounded in science, be based on a review of medical evidence, and ensure equitable access for patients.
This resolution supports the designation of National Health Care Awareness Month.
Tree Spiking Mitigation Act of 2021 This bill directs the Forest Service and the Bureau of Land Management (BLM) to coordinate to take necessary actions to ensure the detection, identification, and, as determined to be appropriate, mitigation of tree spiking devices located on federal lands. A tree spiking device includes spikes, nails, or other objects hammered, driven, fastened, or otherwise placed into or on any timber to impede logging. To carry out such activities, the Forest Service and the BLM shall prioritize areas in which (1) incidences of tree spiking devices have occurred, or (2) the Forest Service and the BLM suspect that there are tree spiking devices. No later than 90 days after the enactment of this bill, the Forest Service and the BLM shall, where appropriate, update safety guidelines and training protocols to include the awareness, detection, identification, and mitigation of tree spiking devices.
Social Security Enhancement and Protection Act of 2021 This bill increases certain Social Security taxes and benefits. Under current law, Social Security has a taxable earnings base , which refers to the maximum amount of a worker's earnings that are subject to Social Security payroll taxes (set at $148,200 in 2021). Additionally, the taxable earnings base serves as the maximum amount of earnings used to calculate a worker's Social Security benefits. This bill gradually increases the Social Security payroll tax rate from 6.2% to 6.5% over six years. It also phases out the taxable earnings base, thereby applying the payroll taxes to a greater amount of a worker's earnings, and revises the method to calculate a worker's Social Security benefits to account for earnings in excess of the taxable earnings base. Other changes to benefits include establishing a new method to calculate benefits for lifetime low earners and increasing benefits for certain beneficiaries on account of long-term eligibility. In addition, an eligible child of a retired, disabled, or deceased worker may continue to receive benefits through age 26, provided the child is a full-time student.
Empowering Local Curriculum Act This bill specifies that nothing in federal education law shall be construed to require the use, teaching, promotion, or recommendation of any academic discipline, program, or activity that holds certain principles related to race or sex.
Diversifying Investigations Via Equitable Research Studies for Everyone Trials Act or the DIVERSE Trials Act This bill requires activities to increase diversity in clinical trials. It also expands reporting by laboratories that test for and diagnose COVID-19 and requires a study on data collection and data sharing during public health emergencies. Specifically, the Food and Drug Administration (FDA) must issue guidance on decentralized clinical trials to promote meaningful demographic and geographic diversity in patient engagement, enrollment, and participation. Decentralized clinical trials include those executed through telemedicine or other digital technologies to allow for the remote collection and assessment of clinical trial data. The FDA may also work with foreign regulators to harmonize international regulations governing decentralized clinical trials and the use of digital health technology. In addition, the Department of Health and Human Services (HHS) may support community education, outreach, and recruitment activities for clinical trials of treatments for conditions that disproportionately impact populations underrepresented in clinical trials. The bill also specifies that drug or device manufacturers may provide, subject to some limits, free digital health technologies and other remuneration to patients in approved clinical trials without violating laws that address fraud and abuse in federal programs. Furthermore, laboratories that test for and diagnose COVID-19 must report additional demographic data, including information about social determinants of health. HHS must also contract with the National Academy of Medicine to study and propose a design for an interoperable platform to facilitate data sharing during public health emergencies.
Information Sharing And Advanced Communication Alerting Act or the ISAAC Alerting Act This bill requires the Technological Advisory Council of the Federal Communications Commission, in consultation with relevant stakeholders, to submit a report that identifies measures, barriers, and recommendations for implementing a 9–1–1 disability alerting system. The alerting system must allow an individual to register and create a profile associated with an individual who has a disability that includes information such as whether the individual is a wandering risk, nonverbal, or physically limited. The alerting system then transmits such information to public safety answering points to be conveyed to first responders.
