This resolution supports the designation of a National Warrior Call Day to encourage Americans to talk with members of the Armed Forces and veterans to connect them with support.
USA Workforce Tax Credit Act This bill allows tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.
Taskforce Recommending Improvements for Unaddressed Mental Perinatal & Postpartum Health for New Moms Act of 2021 or the TRIUMPH for New Moms Act of 2021 This bill temporarily establishes within the Department of Health and Human Services the Task Force on Maternal Mental Health. The task force must develop a national strategy for maternal mental health and report on best practices, policies, and programs to prevent, screen for, diagnose, treat, and reduce disparities in maternal mental health conditions. The report must identify opportunities for state- and local-level partnerships to address maternal mental health, and the task force must share those opportunities with state governors.
Rebuilding Communities After Disasters Act This bill requires the Small Business Administration (SBA) to increase the loan limits for the disaster loan program and to communicate certain information about the program following disasters. Specifically, the bill raises from $40,000 to $75,000 the loan amount for repair or replacement of household and personal effects and from $200,000 to $400,000 the loan amount for repair or replacement of a primary residence. Further, the bill requires the SBA to communicate through radio, television, print, and web-based outlets all relevant information needed by disaster loan applicants if a disaster is declared or the SBA declares eligibility for additional disaster assistance. (Currently, the SBA is only required to endeavor to communicate such information.) The SBA must submit a report on the disaster loan program that includes information such as the number and dollar value of program loans and the average estimated dollar value of damage sustained by borrowers.
Clean Energy Future Through Innovation Act of 2021 This bill establishes a variety of incentives and programs to reduce carbon dioxide emissions from the power sector, including incentives and programs to (1) develop low- and zero-carbon power technologies (e.g., technologies to capture, use, and store carbon from coal and natural gas); (2) support certain renewable energy, energy-efficiency, energy storage, and clean electricity technologies; and (3) support nuclear energy.
Appalachian Regional Energy Hub Initiative Act This bill authorizes the Appalachian Regional Commission through FY2026. It also requires the commission to provide technical assistance and grants to individuals or entities in the Appalachian region for projects and activities (1) to conduct research and analysis regarding the impact of an ethane storage hub in the region, (2) with the potential to significantly contribute to the economic resilience of the area where the project is located, and (3) that will help establish a regional energy hub in the region for natural gas and natural gas liquids.
Finish the ADHS Act This bill sets aside funding from the Highway Trust Fund for the Appalachian development highway system (a network of highways linking the region to national interstates) and prescribes a method to allocate the funding.
This concurrent resolution expresses the sense of Congress that tax-exempt fraternal benefit societies provide critical benefits to the people and communities of the United States and their work should continue to be promoted.
Advancing FASD Research, Services, and Prevention Act or the FASD Respect Act This bill expands and establishes programs for fetal alcohol spectrum disorders (FASD). Specifically, it directs the Department of Health and Human Services, the National Institutes of Health, the National Center on Birth Defects and Developmental Disabilities, and the Health Resources and Services Administration to carry out and coordinate research, surveillance, and related activities to diagnose, prevent, and treat FASD. Furthermore, the bill establishes various grant programs to support FASD coalitions and develop systems of care; provide services for individuals affected by FASD and other conditions related to prenatal substance exposure; identify and implement best practices for educating children with FASD; and establish centers for excellence to build relevant capacity for preventing, treating, and responding to the needs of individuals with FASD. The bill also directs the Department of Education and the Department of Justice to develop and disseminate trainings and best practices related to FASD in schools and correctional facilities, respectively.

Zero-Emission Nuclear Power Production Credit Act of 2021 This bill allows a new business-related tax credit through 2031 for the production of electricity from zero-emission nuclear power. It also allows an election for direct payments of such credit and requires a recapture of the credit for contractors who pay their laborers or mechanics less than the prevailing wage rate. Contractors must ensure that at least 15% of their work force is composed of qualified apprentices. The bill requires the Government Accountability Office to report on the effectiveness the tax credit.
Data Broker List Act of 20 21 This bill establishes requirements for data brokers that obtain personal information about consumers for the sale to other businesses. Specifically, data brokers are prohibited from (1) acquiring such information by fraud, (2) using such information for a specified prohibited purpose such as fraud or identity theft, or (3) selling such information to a third party that the broker should reasonably know intends to use the information for a specified prohibited purpose. Data brokers also must implement safeguards to prevent security breaches that result in the improper disclosure of such personal information. Additionally, they must register with the Federal Trade Commission (FTC) on an annual basis and the FTC must publish the registry. Violations of these requirements are enforceable by the FTC as unfair or deceptive business practices.
