Increasing Access to Dental Insurance Act This bill permits individuals to enroll in a dental benefits plan on a health insurance exchange without also enrolling in a qualified health plan.
Recycling Infrastructure and Accessibility Act of 2022 This bill requires the Environmental Protection Agency (EPA) to establish a pilot grant program for improving recycling accessibility in communities. The EPA may award grants to states, local governments, Indian tribes, or public-private partnerships.
Recycling and Composting Accountability Act This bill establishes data collection and reporting requirements concerning recycling and composting programs. For example, the Environmental Protection Agency must report on the capability of the United States to implement a national composting strategy for compostable materials in order to reduce contamination rates for recycling.
This resolution designates September 2022 as National Child Awareness Month to (1) promote awareness of youth-serving charities and organizations throughout the United States, (2) recognize the efforts made by those charities and organizations as critical contributions to the future of the United States, and (3) recognize the importance of meeting the needs of at-risk children and youth.
Safeguarding Treatment for the Restoration of Ecosystems from Abandoned Mines Act or the STREAM Act This bill allows a state to set aside up to 30% of its annual grant for abandoned mine reclamation provided under the Infrastructure Investment and Jobs Act for the treatment and abatement of acid mine drainage, which is the release of acidic water from abandoned coal mines.
Helping Households And Neighbors Distribute Services for Families Act or the Helping HANDS for Families Act This bill allows states and tribes to use funds to provide an online portal to facilitate the provision of community support for families and children under the MaryLee Allen Promoting Safe and Stable Families grant program.
Build More Pipelines Act The bill provides statutory authority for the rule published on July 13, 2020, by the Environmental Protection Agency (EPA) entitled Clean Water Act Section 401 Certification Rule . Under Section 401 of the Clean Water Act, an applicant for a federal license or permit to conduct an activity that may result in any discharge into navigable waters must also obtain a certification—or waiver of such certification—from a relevant state, intrastate agency, or Indian tribe that the proposed activity will not violate certain water quality requirements of the state or Indian tribe. The rule revised existing regulations, including by limiting the scope of the certification review process as well as the time frame for a state, interstate agency, or Indian tribe to issue a certification.
This bill prohibits U.S. imports of specific uranium products from Russia, directly affecting companies and importers currently bringing Russian uranium into the United States. It bans articles classified under Harmonized Tariff Schedule codes 2612.10, 2844.10, 2844.20, and 2844.30. The prohibition takes effect 45 days after the bill becomes law, applying to uranium entered into the U.S. or withdrawn from warehouse for consumption after that date. The law overrides existing provisions allowing such imports under the USEC Privatization Act.
Retirement Protection Act of 2022 This bill temporarily increases the contribution limits for certain retirement accounts. It also modifies the tax credit for contributions to certain retirement accounts (i.e., the Saver's Credit).
National Plan to End Parkinson's Act This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent and cure the disease; (2) improve diagnosis, treatment, and care of those with the disease; and (3) address health and other disparities related to the disease. HHS must also conduct annual assessments on the preparation for and response to the increased burden of Parkinson's disease. In addition, the bill establishes a council, comprised of federal and nonfederal stakeholders, to advise HHS on and make recommendations concerning the prevention and cure of Parkinson's disease. The bill's provisions terminate at the end of calendar year 2035.
Energy Sector Innovation Credit Act of 2021 This bill adds new tax credits for investment in qualified emerging technology energy property and for the production of electricity from emerging energy technology. The bill defines qualified emerging energy property as property that is constructed, reconstructed, erected, or acquired by the taxpayer and is (1) a facility for the production of electricity from emerging energy technology, (2) carbon capture equipment, or (3) energy storage technology. The bill also adds a new tax credit for the production of electricity from clean hydrogen. The bill defines clean hydrogen as hydrogen that is produced through a production method for which the rate of the greenhouse gas emission is greater than zero and not greater that 2,500g CO2-e per kilogram of hydrogen produced, or is equal to or less than zero.
Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2022 or the SECURE Notarization Act of 2022 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.
