HR 7527: Pay Less at the Pump Act of 2026

The Pay Less at the Pump Act of 2026 ends a fee on certain chemicals that funded the Superfund program for hazardous waste cleanup after December 31, 2025. Starting January 1, 2026, companies subject to this fee will no longer be required to pay it. The bill also changes repayment rules for Superfund advances, requiring quarterly payments from unobligated funds until advances are fully repaid. This directly affects businesses that paid the Superfund fee, which applied to manufacturers and handlers of specific chemicals.

HR 7540: United States-Israel FUTURES Act of 2026

This bill establishes the United States-Israel Defense Technology Cooperation Initiative to accelerate joint development and integration of defense technologies between the two countries. It directs the U.S. Secretary of Defense, with Israel’s agreement, to identify Israeli-origin technologies for rapid adoption into U.S. military systems, focusing on areas like counter-drone systems, missile defense (including "Golden Dome for America"), AI, cyber defense, and directed energy. The initiative requires annual congressional reporting on progress, partnerships with industry, and technology transitions, while authorizing $150 million annually for fiscal years 2027-2029. It aims to strengthen bilateral defense innovation and streamline the use of Israeli technologies within U.S. military programs.

HR 5616: $2.50 for America’s 250th Act

This bill authorizes the U.S. Mint to produce two types of commemorative $2.50 coins for the 250th anniversary of the Declaration of Independence: a circulating coin for everyday use and a numismatic (collector) coin. Both would feature designs based on the 1926 Sesquicentennial coin - showing allegorical liberty holding the Declaration on one side and Independence Hall on the other - with "1776-2026" inscriptions. The bill requires the Mint to issue these coins by July 4, 2026, if technically and economically feasible, but does not mandate their production or affect any specific groups beyond the public who may purchase them.

SRES 606: A resolution condemning the Government of Iran for its suppression of the right of Iranians to peacefully assemble.

SRES 606 is a U.S. Senate resolution condemning the Iranian government for violently suppressing peaceful protests and the right to assemble, which has resulted in at least 6,126 reported deaths and 41,800 arrests since December 2025. It highlights Iran's use of internet blackouts, extrajudicial killings, arbitrary detentions, and censorship to crush nationwide demonstrations sparked by economic hardship. The resolution calls on Iran to hold free elections, allow citizens to determine their future, and hold human rights violators accountable, while commending protesters' courage. As a symbolic resolution (not a law), it expresses the Senate's stance without imposing new legal requirements.

HR 7457: Nigeria Religious Freedom and Accountability Act of 2026

HR 7457, the Nigeria Religious Freedom and Accountability Act of 2026, designates Nigeria as a Country of Particular Concern (CPC) under U.S. law due to ongoing religious persecution. The bill mandates the U.S. Secretary of State to impose targeted sanctions (including visa bans and asset freezes under the Global Magnitsky Act) on specific Fulani militias, officials like former Kano Governor Rabiu Musa Kwankwaso, and groups like MACBAN, and requires annual reports on Nigeria’s compliance with religious freedom standards. Key provisions include urging Nigeria to repeal blasphemy laws, protect religious minorities, investigate violence, and facilitate the return of internally displaced persons. The bill directly affects the Nigerian government, perpetrators of religious violence, and vulnerable religious communities, particularly Christians.

HR 7450: Disaster Zone Energy Affordability and Investment Act

This bill modifies tax credit rules to help businesses recover after disasters. It allows businesses operating in designated disaster areas to treat certain unused tax credits (carryforwards) as transferrable credits against current tax liability, rather than letting them expire. Specifically, it applies to taxpayers making eligible expenditures for business operations in areas with a major disaster declaration after December 31, 2023, or a state-declared disaster meeting specific criteria. The change affects businesses in affected zones by providing immediate tax relief for qualifying expenses incurred within two years of the disaster declaration. It does not involve energy policy or new funding, but adjusts existing tax credit rules for disaster recovery.

HR 7391: Community Health Center Drug Pricing Protection Act

HR 7391, the Community Health Center Drug Pricing Protection Act, requires that Federally Qualified Health Centers (FQHCs) pay the discounted 340B ceiling price for covered drugs **at the time of purchase**, not later through rebates or adjustments. This directly affects FQHCs, which rely on 340B discounts to provide affordable care to low-income patients. The bill amends the Public Health Service Act to prohibit manufacturers from entering agreements where FQHCs initially pay more than the ceiling price, with later reimbursement. It takes effect immediately upon enactment for all new drug purchases and applies to existing agreements starting then.

HR 7409: Defend Rural Health Act of 2026

HR 7409, the Defend Rural Health Act of 2026, prevents rural hospitals from being reclassified as urban Medicare facilities after October 1, 2029, unless they met specific criteria before October 1, 2026. The bill amends Medicare rules to block hospitals from retaining rural status beyond 2029, even if they applied for reclassification earlier. It also prohibits the Medicare Geographic Classification Review Board from approving new reclassification requests for hospitals already treated as rural under current rules for fiscal years starting after October 1, 2026. This directly affects rural hospitals that rely on higher Medicare payments tied to their geographic classification. The law aims to maintain stable funding for rural hospitals by restricting future reclassifications.

HR 7159: Protecting Local Zoos Act of 2026

This bill amends the Lacey Act to create a registration system for facilities holding certain "prohibited wildlife species" (like big cats), directly affecting zoos and animal facilities that exhibit or possess these species. Facilities must register each animal with the U.S. Fish and Wildlife Service and then stop breeding, selling, or allowing public contact with these species. The bill explicitly excludes snow leopards and clouded leopards (and their hybrids) from the "prohibited" category. It also allows compliant facilities to export/import prohibited species to foreign facilities operating legally in their home countries.

HR 7296: SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

SRES 590: A resolution designating January 23, 2026, as "Maternal Health Awareness Day".

SRES 590 designates January 23, 2026, as "Maternal Health Awareness Day" to highlight ongoing challenges in maternal health care. The resolution aims to raise public awareness about preventable pregnancy-related deaths, severe maternal morbidity, and racial disparities - such as Black women facing over three times higher pregnancy-related mortality rates than White women - while encouraging federal, state, and community action. It does not create new laws or funding but calls for recognizing these issues and supporting existing initiatives like expanded postpartum Medicaid coverage and maternal mortality review committees. This symbolic gesture targets broad audiences including healthcare providers, policymakers, and the public to promote equitable care.
