S 4998: Websites and Software Applications Accessibility Act

Websites and Software Applications Accessibility Act This bill requires employers, public entities, and public accommodations that provide goods or services through a website or online application to make those websites and applications accessible to individuals with disabilities. The requirement applies even if the good or service is offered only digitally. The Department of Justice (DOJ) must issue standards of accessibility for applicable entities to meet this requirement. The bill provides for enforcement by DOJ, the Equal Employment Opportunity Commission, and individual civil action. It also establishes various review and reporting requirements.

International Children with Disabilities Protection Act of 2022 This bill establishes the International Children with Disabilities Protection Program in the Department of State to assist organizations of persons with disabilities and family members of children with disabilities in communicating about and advocating for policies that ensure the family inclusion and transition to independent living of children with disabilities.

HR 5141: Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill allows a health center that currently receives funding through a Health Resources & Services Administration Health Center Program grant to use a New Access Point grant to set up a mobile unit regardless of whether the health center also establishes a permanent health care delivery site. New Access Point grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Under current law, health centers may only use the grants to set up a mobile unit if they also establish a permanent site.

S 4967: Puerto Rico Nutrition Assistance Fairness Act of 2022

Puerto Rico Nutrition Assistance Fairness Act of 2022 This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

Election Worker Protection Act of 2022 This bill addresses certain protections for election workers. Among other provisions, the bill (1) establishes grants for the recruitment, training, and safety of election workers; and (2) makes it a crime to intimidate, threaten, coerce, or harass an election worker with the intent to interfere with the official duties of, or retaliate against, the worker.

S 3579: A bill to authorize the Embassy of France in Washington, DC, to establish a commemorative work in the District of Columbia and its environs to honor the extraordinary contributions of Jean Monnet to restoring peace between European nations and establishing the European Union, and for other purposes.

This bill authorizes the Embassy of France in the District of Columbia to establish a commemorative work on federal land in the District to honor the contributions of Jean Monnet in restoring peace between European nations and establishing the European Union. The embassy shall be responsible for the acceptance of contributions for, and the payment of the expenses of, the establishment of the commemorative work. Federal funds may not be used to pay any expense for the establishment of the commemorative work. The commemorative work shall be established in accordance with the Commemorative Works Act.

HR 82: Social Security Fairness Act of 2021

Social Security Fairness Act of 2021 This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

S 4886: Save Voters Act

Stop Automatically Voiding Eligible Voters Off Their Enlisted Rolls in States Act or the Save Voters Act This bill prohibits a state from removing registrants from the official list of eligible voters unless it meets certain verification and notice requirements. Specifically, the bill prohibits a state from removing a registrant from the official list of eligible voters unless it verifies, on the basis of objective and reliable evidence, that the registrant is ineligible to vote in federal elections. Further, a state is prohibited from considering failure to vote in an election or failure to respond to any election mail as evidence of ineligibility to vote. Additionally, the bill requires a state to provide individual registrants who are removed with a notice, which must include the grounds for the removal and information on contesting the removal. Public notice must be provided after conducting any general program to remove the names of ineligible voters.

HR 8874: Credit Card Competition Act of 2022

Credit Card Competition Act of 2022 This bill addresses network access and competition in electronic credit transactions. The bill generally prohibits credit card issuers from restricting the number of payment card networks on which an electronic credit transaction may be processed. Specifically, the Board of Governors of the Federal Reserve System must prohibit certain credit card issuers with assets of over $100 billion from restricting the number of networks on which credit card transactions may be processed to one network, two or more networks operated by affiliated networks or persons, or the two networks with the largest market share of credit cards issued. Additionally, credit card issuers are prohibited from imposing certain limitations on the routing of electronic credit transactions, such as through penalties for failure to meet a specified threshold of transactions on a particular payment card network. The board must also provide for the designation of payment card networks that pose a security risk to the United States or are owned, operated, or sponsored by a foreign state entity.
