HRES 40: Appointing and authorizing managers for the impeachment trial of Donald John Trump, President of the United States.

This resolution (1) appoints Representatives Raskin, DeGette, Cicilline, Castro, Swalwell, Lieu, Neguse, and Dean, and Delegate Plaskett, as managers to conduct the impeachment trial against President Donald Trump; (2) requires the Senate to be informed of the appointments; and (3) authorizes the managers to exhibit the articles of impeachment to the Senate and take other necessary actions.

S 39: Protecting American Innovation and Development Act of 2021

Protecting American Innovation and Development Act of 2021 This bill authorizes import controls against certain foreign persons that infringe patents belonging to a U.S. person that are essential to a wireless communications standard. Specifically, the Department of Commerce must create a list of foreign entities that are citizens or nationals of a country of concern and that engage in the unlicensed use (i.e., infringement) of such essential wireless communications patents. A country of concern is a country wherein the persistent infringement of these patents poses a threat to (1) U.S. wireless communications research and development infrastructure, and (2) U.S. national security. Any foreign entity on this list, as well as specified persons that raise a national security concern with respect to wireless communications technology, may be subject to import controls (for example, a foreign entity may be required to post a bond before importing into the United States any goods that potentially infringe the wireless patent in question). Commerce must also establish a watch list of foreign entities from a country of concern that (1) are selling in the United States a product claiming to comply with a wireless standard, and (2) have not obtained a license (or taken certain actions to obtain that license) for patents essential to that wireless standard. An entity on either list may petition Commerce to be removed from that list on the basis that the conditions that led to its inclusion no longer exist.

Ally's Act This bill requires private health insurance plans to cover certain hearing devices and systems (e.g., bone-anchored auditory implants) and related items and services. The bill also imposes limits on cost sharing.

Commission to Study and Develop Reparation Proposals for African Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. The commission shall identify (1) the role of the federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African Americans and society.

S 38: A bill to specify the Federal share of the costs of certain duty of the National Guard in connection with the Coronavirus Disease 2019.

This bill requires the federal government to pay states for 100% of the cost of National Guard duty for a mission assignment validated by the Federal Emergency Management Agency pursuant to certain declarations related to the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill applies to declarations, with respect to COVID-19, of major disasters, emergencies, national emergencies, and public health emergencies.

S 37: Preventing Future Pandemics Act of 2021

Preventing Future Pandemics Act of 2021 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the National Academies of Sciences, Engineering, and Medicine must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

S 36: Kobe Bryant & Gianna Bryant Helicopter Safety Act

Kobe Bryant & Gianna Bryant Helicopter Safety Act This bill directs the Federal Aviation Administration (FAA) to issue regulations to implement National Transportation Safety Board recommendations for crash-resistant systems with respect to existing and new U.S.-registered turbine-powered rotorcraft (e.g., a helicopter) certificated for six or more passenger seats. Specifically, the FAA must require all U.S.-registered turbine-powered rotorcraft certificated for six or more passenger seats to be equipped with a flight data recorder, a cockpit voice recorder, and a terrain awareness and warning system. The FAA may exempt any civilian helicopter from one or more of the equipment requirements.

HR 475: Health Care Fairness for Military Families Act of 2021

Health Care Fairness for Military Families Act of 2021 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without a premium regardless of whether they are eligible to enroll in an employer sponsored plan.

HR 451: BUILD Act

Building United States Infrastructure and Leveraging Development Act or the BUILD Act This bill increases from $15 billion to $30 billion the national limitation on the amount of tax-exempt highway or surface freight transfer facility bonds. The bill also applies the prevailing wage requirements of the Davis-Bacon Act to projects funded by bond issues.

HR 465: American Food for American Schools Act of 2021

American Food for American Schools Act of 20 21 This bill requires school food authorities (SFAs) to request a waiver from the Department of Agriculture (USDA) to purchase foreign commodities or products for the National School Lunch Program (NSLP). SFAs may purchase foreign commodities or products without a waiver if the commodities or products are not produced or available domestically. Under current law, Buy American provisions require SFAs to purchase, to the maximum extent practicable, domestic commodities or products for the NSLP. There are limited exceptions which permit the purchase of foreign products in circumstances when using domestic products is truly not practicable. If an SFA uses an exception, there is no requirement to request a waiver to purchase a foreign product or commodity, but the SFA must keep documentation justifying the exception. USDA may not provide a waiver for an SFA to purchase foreign commodities or products unless (1) the commodities or products are not produced domestically in sufficient amounts or of satisfactory quality, (2) the domestic commodities or products would be significantly higher in price than foreign commodities or products, and (3) the SFA agrees to make the waiver publicly available on its website and email a notification of the waiver to parents or guardians of students who will be served the foreign commodity or product purchased pursuant to the waiver.

HR 466: Paris Climate Accord Accountability Act

Paris Climate Accord Accountability Act This bill prohibits the use of any funds to take action providing for the United States to become a party to the Paris Agreement unless the Senate provides its advice and consent to ratification of the agreement.
