Prevent Restrictions On Volunteers' Incomes During Emergencies Act or the PROVIDE Act This bill provides that any state or local government that taxes the income of an out-of-state individual who has traveled to such state for the purpose of volunteering or otherwise providing assistance in response to a federally declared disaster or emergency shall be ineligible to receive federal financial assistance.
Reentry and Reunification Act This bill directs the Department of Homeland Security (DHS) to admit certain aliens for lawful permanent residence if the alien is the spouse, parent, or guardian of a U.S. citizen. Qualifying aliens shall be those who were removed from the United States before the bill's enactment, or are subject to a removal order or in removal proceedings on the bill's enactment date. A qualifying alien shall also (1) be of good moral character; (2) not be deportable or inadmissible for various grounds, including those related to health or having been convicted of certain crimes; (3) not have participated in the persecution of any person on account of characteristics such as race, religion, or nationality; and (4) not have been convicted for certain crimes under federal or state law where the maximum sentence was more than one year. DHS may waive the requirement relating to a conviction for a state or federal crime and other specified requirements for humanitarian, family unity, or public interest purposes. For an alien subject to a removal order or under removal proceedings, the alien must have been continuously physically present in the United States for the four years before the bill's enactment date.
No Free Rent for Freeloaders Act of 2021 This bill directs the Department of Housing and Urban Development (HUD), on an annual basis, to monitor the extent of noncompliance of public-housing tenants with certain community service and economic self-sufficiency requirements, determine the aggregate amount provided in federal subsidies for all public-housing dwelling units that were occupied by noncompliant tenants, and publish this amount in the Federal Register. In each fiscal year, the amount as determined and published for the preceding fiscal year must be rescinded from funds made available for HUD's Management and Administration account.
Restoring Faith in Elections Act This bill establishes certain standards for voting, including voting by mail, in federal elections. It also establishes certain requirements for voter registration and maintenance of official lists of eligible voters. First, the bill establishes certain requirements for voting by mail in federal elections, including by requiring mail-in ballots to be received by the time the polls close on election day. Additionally, the bill makes it unlawful to possess or return a mail-in ballot completed by another person (commonly referred to as ballot harvesting), with exceptions. A violator is subject to criminal penalties—a fine, a prison term of up to one year, or both. Further, the bill establishes certain requirements for reporting results of federal elections, including by requiring states to count all eligible ballots within 24 hours after the election. Next, the bill provides for the automatic registration of eligible voters. The Election Assistance Commission must make grants to states to implement these automatic voter registration programs. The bill requires voters to present photo identification to vote. It also requires states and jurisdictions to use standards that apply equally to all methods of voting used in federal elections, including standards related to signature verification. Finally, the bill establishes the National Deconfliction Voting Database and Clearinghouse to serve as a database and clearinghouse for voter registration records and lists of eligible voters. Additionally, each state must certify that it has removed ineligible voters from the official lists of eligible voters prior to the federal election.
Defund National Endowment for the Humanities Act of 2021 This bill prohibits the use of any funds that are made available to the National Endowment for the Humanities of the National Foundation on the Arts and the Humanities to carry out the functions, programs, and activities of such endowment.
Let Lenders Lend Act This bill nullifies the final rule issued by the Consumer Financial Protection Bureau titled Home Mortgage Disclosure (Regulation C) and published on October 28, 2015. (The rule expands the scope of information that financial institutions must disclose regarding home mortgages.)
VA Procurement Efficiency and Transparency Act This bill addresses procurement procedures in the Department of Veterans Affairs (VA). Specifically, the bill requires the VA to record the amount of any cost savings realized by using competitive procedures in awarding contracts reported in the Federal Procurement Data System (or successor systems). The VA shall make available and use on a VA-wide basis the standardized procurement templates already used internally at certain VA offices.
Inaction Has Consequences Act This bill withholds the salaries of Members of a chamber of Congress that has not passed each of the annual appropriations bills before the beginning of the fiscal year, beginning with FY2022. Salaries are released on the earlier of (1) the date on which the chamber of Congress passes the bills, or (2) the last day of the Congress.
No Congressional First Class Flights Act This bill prohibits funds provided for the official travel expenses of a Member of Congress from being used for airline accommodations that are not coach-class, unless the accommodations are necessary to accommodate a medical disability or other special need.
No Budget, No Pay Act This bill withholds the salaries of Members of a chamber of Congress that has not agreed to a budget resolution for FY2022 by April 15, 2021, as required by the Congressional Budget Act of 1974. Salaries are withheld from April 16, 2021, until the earlier of (1) the day on which the chamber of Congress agrees to a budget resolution, or (2) the last day of the 117th Congress.
Professional Pell Education Learning Act or the PROPEL Act This bill expands student eligibility for Pell Grants by allowing students to use these grants for enrollment in educational programs that consist of vocational or technical training, flight training, apprenticeship, or other on-job training. In addition, the bill expands institutional eligibility under the Federal Pell Grant program, including by allowing these vocational and training programs to be unaccredited.
Federal Employee Combat Zone Tax Parity Act This bill excludes from gross income, for income tax purposes, the compensation of a federal employee who served in a combat zone or was hospitalized as a result of wounds, disease, or injury incurred while serving in a combat zone. The bill terminates the exclusion two years after the end of combatant activities in such zone.
