Marie Thompson Antilynching Act This bill establishes a new criminal civil rights violation for lynching. Specifically, a person who conspires to commit a hate crime act and willfully causes or attempts to cause serious bodily injury is subject to criminal penalties.
Affordable Housing Redevelopment Act This bill reauthorizes the Neighborhood Stabilization Program for FY2021 to provide grants to states, local governments, and nonprofit entities for the conversion of blighted, abandoned, or foreclosed property into affordable housing for low-income families.
Helping Adults Protect Immunity Act or the HAPI Act This bill requires state Medicaid programs to cover, without cost-sharing, vaccines for adults that are recommended by the Advisory Committee on Immunization Practices.
Entity List Verification Act This bill prohibits the Department of Commerce from removing an entity from the entity list until Commerce makes certain certifications. The entity list provides the names of foreign entities who are subject to specific license requirements for the export, reexport, or transfer of specified items. Commerce may not remove an entity from the entity list until Commerce certifies that (1) the entity is no longer involved in activities that are contrary to U.S. national security or foreign policy interests, and (2) removing the entity from the list does not pose a threat to U.S. allies.
Border Water Quality Restoration and Protection Act This bill establishes programs that address water pollution along the U.S.-Mexico border. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish the Tijuana River Public Health and Water Quality Restoration Program. Under the program, the EPA must plan, implement, coordinate, and provide grants for public health and water quality restoration and protection activities in the Mexican Tijuana River watershed and the American Tijuana River watershed in California. In addition, the EPA must establish the California New River Public Health and Water Quality Restoration Program to plan, implement, coordinate, and provide grants for water quality restoration and protection activities in the New River watershed. Finally, the bill provides statutory authority for the U.S.-Mexico Border Water Infrastructure Program to provide assistance for activities related to the construction of infrastructure for drinking water treatment or distribution, wastewater management, or stormwater management.
American Financial Markets Integrity and Security Act This bill generally prohibits investments in certain Chinese military companies and entities reasonably believed to be involved in activities contrary to the national security or foreign policy interests of the United States. These entities may not sell securities to U.S. markets. Investment companies, insurance companies, and retirement plans are prohibited from investing in these entities. The bill also prohibits the use of federal funds to enter into or renew a contract with these entities. Furthermore, the Department of Commerce and the Office of the Director of National Intelligence—in addition to the Department of Defense as under current law—are allowed to add entities to the list of Chinese military companies.
Ensuring Timely Access to Generics Act of 2021 This bill imposes requirements related to third-party petitions concerning an application for Food and Drug Administration (FDA) approval to market a generic drug or biosimilar. (The current statute refers to these petitions as citizen petitions , which typically involve requests that the FDA take certain actions, such as requiring additional warnings on a drug.) Under the bill, the FDA may deny a citizen petition that (1) was submitted primarily to delay the approval of the relevant application, or (2) does not on its face raise valid scientific or regulatory issues. Currently, the FDA may deny a petition as an attempt at delay only if the petition meets both of these requirements. The bill also requires the FDA to establish procedures for referring such a delaying petition to the Federal Trade Commission. The bill also expressly requires a third party, before filing a lawsuit to force the FDA to set aside or prevent market approval of a generic drug or biosimilar, to first file a citizen petition with the information and arguments that form the basis of the lawsuit. A citizen petition must be filed within 60 days of when the filer knew or reasonably should have known the information that forms the basis of the petition.
Resources for Victims of Gun Violence Act of 2021 This bill establishes the Advisory Council to Support Victims of Gun Violence. Among other things, the advisory council must assess the needs of victims of gun violence and disseminate information about helpful resources.
Federal Death Penalty Prohibition Act This bill prohibits the imposition of a death penalty sentence for a violation of federal law. A person sentenced to death before enactment of this bill must be resentenced.
Providing Responsible Oversight of Trusts to Ensure Compensation and Transparency for Asbestos Victims Act of 2021 or the PROTECT Asbestos Victims Act of 2021 This bill modifies several aspects of the asbestos bankruptcy trust system. An asbestos bankruptcy trust is established when a company subject to asbestos-related liability files for bankruptcy under chapter 11. The bill allows the U.S. Trustee Program within the Department of Justice to investigate the administration and operation of asbestos bankruptcy trusts. Additionally, it creates new criminal offenses for making a false representation to, or a false claim for payment by, an asbestos bankruptcy trust. Finally, an administrator of an asbestos bankruptcy trusts must report any Medicare benefits entitled to a claimant to the Centers for Medicare & Medicaid Services.
Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2022. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 2.2%, and increases locality pay by 1%.
United States Anti-Doping Agency Reauthorization Act of 2021 This bill authorizes appropriations for the U.S. Anti-Doping Agency (USADA) through FY2030. The bill adds requirements that USADA be responsible for certifying in advance any testing conducted by international organizations under the World Anti-Doping Code for international amateur athletes and athletic competitions occurring within the jurisdiction of the United States; and promote a positive youth sport experience by using a portion of its funding to provide educational materials on sportsmanship, character building, and healthy performance for those participating in youth sports. The bill requires any action taken by USADA to enforce a policy, procedure, or requirement against a person with respect to a violation of federal law, including an investigation, disciplinary action, sanction, or any other administrative action, to be carried out in a manner that provides due process protection. The Department of Justice, the Department of Homeland Security, and the Food and Drug Administration must provide to USADA information relating to the prevention of the use of performance-enhancing drugs or the prohibition of performance-enhancing methods.
