Safe Teachers Assistance and Return To School Act of 2021 or the STARTS Act of 2021 This bill allows an increase in the tax deduction for the expenses of elementary and secondary school teachers in 2020 or 2021 for the purchase of personal protective equipment during the COVID-19 (i.e., coronavirus disease 2019) national health emergency. Specifically, the amount of the deduction is increased from $250 to $1,000, and $750 of such increase may only be used to purchase personal protective equipment or cleaning supplies to combat the spread of COVID-19. Any unused deduction amount for taxable year 2020 may be carried over to taxable year 2021.
Pandemic Healthcare Access Act This bill preserves the eligibility of health savings account (HSA) participants covered by any health plan during the coronavirus emergency period. The coronavirus emergency period is the period beginning on March 13, 2020, and ending on the later of (1) the last day on which a presidential declaration of emergency under the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to the coronavirus (i.e., the virus that causes COVID-19) is in effect, or (2) the last day on which a presidential declaration of national emergency under the National Emergencies Act with respect to the coronavirus is in effect.
Financial Technology Protection Act This bill provides for the investigation of new financial technologies (e.g., digital currencies) and their use in terrorism and other illicit activities. Specifically, the bill establishes the Independent Financial Technology Task Force to Combat Terrorism and Illicit Financing, which must research terrorist and illicit use of new financial technologies and issue an annual report. The Department of the Treasury must establish a fund to provide a reward for a person who provides information leading to the conviction of an individual involved with terrorist use of digital currencies. Additionally, the bill establishes the FinTech Leadership in Innovation and Financial Intelligence Program to support the development of tools and programs to detect terrorist and illicit use of digital currencies.
SAFE Workers Act or the Secure And Fair Elections for Workers Act This bill requires the National Labor Relations Board (NLRB) to provide employees with the ability to vote remotely by telephone or the internet in union representation elections during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. The bill further permits the NLRB's use of appropriations to issue directives or regulations providing for electronic voting methods.
Medicare Sequester COVID Moratorium Act This bill continues to exempt Medicare from budget sequestration orders until the end of the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019).
Officer Eugene Goodman Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to U.S. Capitol Police Officer Eugene Goodman for his actions to protect the Senate chamber during the security breach at the U.S. Capitol on January 6, 2021.
Fighting Oppression until the Reign of Castro Ends Act or the FORCE Act This bill prohibits removing Cuba from the list of state sponsors of terrorism until the President makes the determination that a transition government in Cuba is in power.
This bill establishes in the legislative branch the National Commission on the Domestic Terrorist Attack Upon the United States Capitol. The commission shall (1) conduct an investigation of the relevant facts and circumstances relating to the attacks on the Capitol of January 6, 2021; (2) identify, review, and evaluate the causes of and the lessons learned from the attacks, relative to detecting, preventing, and responding to such kinds of attacks; and (3) report to Congress and the President.
This resolution requires a Member, Delegate, or Resident Commissioner of the House of Representatives to wear a mask in the Capitol complex until it is no longer recommended to do so by the Centers for Disease Control and Prevention. It also establishes a $1,000 fine for each violation of this requirement.
No Taxpayer-Funded Art in Embassies Act This bill prohibits the purchase, installation, insurance, or transport of art for display in a U.S. embassy or consulate.
District of Columbia Prosecutor Home Rule Act of 2021 This bill shifts the responsibility for conducting prosecutions for violations of District of Columbia laws from the Corporation Counsel for the District of Columbia (Attorney General for the District) or his or her assistants to the head of the office designated under District local law as the one responsible for conducting such prosecutions (local prosecutor's office) or his or her assistants. An indictment or information brought in the name of the United States in the U.S. District Court for the District of Columbia may include charges of offenses prosecutable by the District if the head of the local prosecutor's office consents to such inclusion in writing, and the District in the Superior Court of the District of Columbia may be joined for trial in the U.S. District Court for the District of Columbia with an indictment or information brought in that court if the offenses charged could have been joined in the same indictment or information and if the head of the local prosecutor's office consents to such joinder.
Require USCP to Utilize Body-Worn Cameras Act This bill requires each uniformed officer of the U.S. Capitol Police whose job duties include interacting with the general public to use a body-worn camera and ensure it is activated while on duty. This requirement does not apply to an officer serving on a personal protection detail.
