HR 618: Promoting Access to Credit for Homebuyers Act of 2021

Promoting Access to Credit for Homebuyers Act of 2021 This bill requires Freddie Mac, Fannie Mae, and the Department of Housing and Urban Development to purchase or insure single-family mortgages originated on or after February 1, 2020, on the same terms as they otherwise would despite a borrower entering into, or inquiring about, forbearance due to a COVID-19 (i.e., coronavirus disease 2019) related hardship. This requirement begins 5 days after enactment of this bill and ends 60 days after the end of the period of time a borrower may request a COVID-19 related forbearance. The Federal Housing Finance Agency may not increase fees or otherwise restrict access to credit during the COVID-19 emergency without congressional notice. The Government Accountability Office must report on COVID-19-related assistance to consumers by Freddie Mac, Fannie Mae, and the Federal Housing Administration mortgage insurance programs.

HR 504: To direct the Secretary of State to establish a unit within the Office of the Inspector General to audit United States contributions to multilateral and international organizations, and for other purposes.

This bill requires the Department of State to establish the Unit to Audit US Contributions to Multilateral and International Organizations to audit and report on the contributions to those organizations during the preceding fiscal year.

HR 497: To prohibit the use of funds to seek membership in the World Health Organization or to provide assessed or voluntary contributions to the World Health Organization.

This bill prohibits the use of federal funds to seek U.S. membership in the World Health Organization (WHO), or to make contributions to the WHO, until the President makes certain certifications to Congress. Specifically, the prohibition shall apply until the President certifies that the WHO (1) has adopted reforms to ensure that humanitarian assistance is not politicized; (2) is not under the control of the Chinese Communist Party (CCP) and is not involved in a cover-up of the CCP's response to the COVID-19 (i.e., coronavirus disease 2019) pandemic; (3) has granted observer status to Taiwan; (4) does not divert humanitarian or medical supplies to Iran, North Korea, or Syria; and (5) has put in place mechanisms to increase transparency and eliminate waste, fraud, and abuse.

HR 603: Raise the Wage Act of 2021

Raise the Wage Act of 2021 This bill increases the federal minimum wage for regular employees over a 5-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

HR 557: Make Education Local Act of 2021

Make Education Local Act of 2021 This bill creates a framework under which states may receive federal elementary and secondary education funds on a consolidated basis and use such funds for any educational purpose permitted by state law. Specifically, the bill permits each state to submit to the Department of Education a state management decision that, among other requirements, describes how the state will address persistently failing public schools. The bill defines state management decision as a state decision to assume full management responsibility for the expenditure of federal funds to advance the educational policy of the state. The duration of a state management decision shall be between 5 and 10 years. Additionally, each state that operates under a state management decision must establish an accountability system that focuses on the academic achievement of students and includes a system for evaluating the academic achievement and progress of students.

HR 574: Earned Income and Child Tax Credits Outreach Act of 2021

Earned Income and Child Tax Credits Outreach Act of 2021 This bill directs the Department of the Treasury, not later than March 1, 2021, to carry out a public outreach program to inform certain individual taxpayers of their potential eligibility for the earned income and child tax credits. The Inspector General for Tax Administration of Treasury must study the outreach program and make recommendations for improving it.

HR 489: Protecting Rural Access to Care Act

Protecting Rural Access to Care Act This bill limits the scope of guidance issued by the Centers for Medicare & Medicaid Services (CMS) regarding the secondary road criteria for Medicare critical access hospitals (CAHs). Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The CMS issued guidance on July 31, 2015, that provided more detail as to the differences between primary and secondary roads for purposes of CAH certification. The bill specifies that this guidance does not apply to CAHs that were certified prior to July 31, 2015, and that these CAHs are instead subject to the standards that were in place before the guidance was issued. Ongoing CAH certifications are also subject to pre-guidance standards until the CMS issues new guidance after a specified public comment period.

SRES 18: A resolution in support of an international investigation into the handling by the Government of the People's Republic of China of COVID-19 and the impact thereof on the people of the United States and other nations.

This resolution condemns the Chinese government's decision to hide the emergence and spread of COVID-19 (i.e., coronavirus disease 2019) within China. It also calls for an investigation by public health officials from the United States and other affected countries into how China's actions contributed to the global COVID-19 pandemic.

S 57: ACCESS Act

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill provides funding to increase access to telehealth services and virtual visits in skilled and other nursing facilities during the COVID-19 (i.e., coronavirus disease 2019) emergency. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides additional funding for FY2021, to remain available through FY2022, to the Telehealth Resource Center Program to address barriers to telehealth faced by skilled and other nursing facilities. The Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources and Services Administration manages this program. In addition, the bill provides funding for FY2021, to remain available through one month after the emergency period ends, to the Department of Health and Human Services (HHS) for grants to nursing facilities to support virtual visits for residents during the COVID-19 emergency. HHS must develop relevant guidance for these grants within 15 days. HHS must also coordinate with the Federal Communications Commission on these grants.
