S 432: Fostering and Realizing Electrification by Encouraging Zero Emission Refrigeration Trucks Act of 2021

Fostering and Realizing Electrification by Encouraging Zero Emission Refrigeration Trucks Act of 2021 or the FREEZER Trucks Act of 2021 This bill requires the Environmental Protection Agency to establish a pilot program to award grants, rebates, or low-cost revolving loans for electrifying or retiring diesel-powered transport refrigeration units in certain heavy-duty vehicles (e.g., commercial trucks).

S 431: GREEN Streets Act

Generating Resilient, Environmentally Exceptional National Streets Act or the GREEN Streets Act This bill establishes national goals to reduce carbon dioxide and other greenhouse gas emissions and improve the resilience of the transportation system. Specifically, the bill directs the Department of Transportation (DOT) to establish minimum standards for states to decrease greenhouse gas emissions and per capita vehicle miles traveled (VMTs) on the National Highway System; DOT to establish measures for states to assess and reduce carbon dioxide; states and metropolitan planning organizations (MPOs) to consider projects and strategies that reduce carbon dioxide and other greenhouse gas emissions and decrease per capita VMT's; states and MPOs to publish an analysis of the impact on per capita VMTs and mobile source greenhouse gas emissions for each project that adds new lanes or otherwise increases traffic capacity and costs more than $25 million; states that are out of compliance with the per capita VMT standards or carbon dioxide or greenhouse gas emission measures to dedicate federal highway funding to achieve compliance; and DOT to establish national transit access standards and performance measures for transit accessibility, transit stop distance, and transit mode share.

S 401: Conscience Protection Act of 2021

Conscience Protection Act of 2021 This bill provides statutory authority for certain protections for health care providers that refuse to participate in abortions based on religious beliefs or other convictions. Health care providers include individual professionals, medical facilities, health insurance organizations, and social services providers that refer clients to health care services. The federal government and entities that receive federal funding for health-related activities, including state and local governments, may not discriminate against a health care provider that refuses to be involved in, or provide coverage for, abortions. Currently, similar requirements apply to various related activities, including certain employment or personnel decisions (the Church Amendments), abortion services training (the Coats-Snowe Amendment), qualified health plans offered through health insurance exchanges, and annual appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies (the Weldon Amendment). The HHS Office for Civil Rights must investigate complaints of this kind of discrimination. Furthermore, HHS may terminate or reduce HHS funding for health-related activities if a person or entity fails to comply with nondiscrimination requirements. Additionally, the Department of Justice or any entity adversely affected by such discrimination may bring a civil action to obtain appropriate relief. A plaintiff does not need to seek or exhaust administrative remedies before bringing the action. A plaintiff may also bring an action, including one for money damages, against a governmental entity. In many cases, principles of sovereign immunity shield states and some localities from these kinds of actions.

S 413: A bill to establish the China Censorship Monitor and Action Group, and for other purposes.

This bill requires the President to establish an interagency task force, the China Censorship Monitor and Action Group. The task force shall oversee the development and execution of a federal government strategy to monitor and address Chinese government efforts to censor or intimidate individuals and entities in the United States, including U.S. companies doing business in China, when such individuals and entities are exercising their free speech rights. The Department of State shall seek to enter into an agreement with a qualified independent research entity to report to Congress on Chinese government efforts to censor or intimidate U.S. individuals and entities in the United States, including attempts to censor or intimidate U.S. companies doing business in China.

S 411: MOM­MA’s Act

Mothers and Offspring Mortality and Morbidity Awareness Act or the MOMMA's Act This bill establishes various programs and requirements to reduce maternal mortality. It also increases federal tobacco taxes and equalizes the tax treatment of different tobacco products. Specifically, the Centers for Disease Control and Prevention (CDC) must provide technical assistance and best practices for collecting data, standardizing reporting, and preventing maternal mortality. The CDC must consult with the Health Resources and Services Administration (HRSA) on this assistance. The bill also provides statutory authority for CDC grants for state-based collaboratives to improve care immediately before and after birth and to improve maternal and infant health outcomes, and a HRSA program to improve the quality and safety of maternity care. Furthermore, the Department of Health and Human Services (HHS) must establish regional centers through health professional schools and training programs to educate health care providers about implicit bias and culturally competent care. In addition, the bill expands eligibility for Medicaid, the Children's Health Insurance Program (CHIP), and other benefits for pregnant and postpartum individuals. Specifically, it extends postpartum eligibility for Medicaid and CHIP for one year; provides coverage for oral health services for pregnant and postpartum individuals under Medicaid and CHIP; and extends postpartum eligibility for the Special Supplemental Nutrition Program for Women, Infants, and Children for two years. HHS must also take steps to publicize the benefits available to pregnant and postpartum individuals under Medicaid and CHIP, and the Centers for Medicare & Medicaid Services must provide guidance on Medicaid coverage for doula services.

S 405: Vieques Recovery and Redevelopment Act

Vieques Recovery and Redevelopment Act This bill provides a framework to compensate certain residents of the island of Vieques, Puerto Rico, for the use of such island for military readiness. The bill sets forth provisions regarding award amounts for individuals and for claims by the municipality of Vieques. An individual claimant who has resided on the island of Vieques for not less than five years shall be awarded monetary compensation if the claimant contracted a chronic or life threatening case of cancer, hypertension, cirrhosis, kidney disease, diabetes, or heavy metal poisoning during or after the government used the island for military readiness. The bill limits total amounts awarded to $1 billion and bars claims not filed within 15 years of enactment.

S 428: Empower Act of 2021

Empower Act of 2021 This bill modifies the system for the public financing of presidential primary and general elections. The bill (1) increases the amount of matching funds for participating candidates by matching the first $200 of contributions by individuals to a candidate at a 6:1 ratio; (2) eliminates spending limits on participating candidates; (3) allows the national committee of a political party to make expenditures of up to $100 million in coordination with participating candidates; (4) requires all payments made to candidates, beginning with the 2028 presidential election, to be made from the Freedom From Influence Fund established by this bill; and (5) prohibits joint fundraising committees for any authorized committee of a candidate.

S 433: New Deal for New Americans Act of 2021

New Deal for New Americans Act of 2021 This bill provides assistance to immigrants and addresses issues related to naturalization. The bill establishes the National Office of New Americans to (1) welcome and support immigrants, (2) promote and support immigrant integration, and (3) promote the pursuit of U.S. citizenship among immigrants. The bill also establishes grant programs for eligible entities that provide (1) legal services for immigrants, (2) English language education that focuses on integrating students into society, and (3) workforce development training that supports the economic integration of immigrants. The bill also reauthorizes the Citizenship and Integration Grant Program within U.S. Citizenship and Immigration Services (USCIS). USCIS shall establish a nonprofit entity to spur innovation in the expansion of citizenship preparation programs and to support assistance for immigrants seeking permanent resident status or citizenship. The bill also requires the Department of Homeland Security to (1) report to Congress before increasing fees for immigration adjudication and naturalization services above the levels of such fees on January 1, 2019, and (2) waive or reduce certain immigration-related fees for low-income aliens. The bill also (1) waives the English proficiency requirement for the naturalization of certain permanent residents, (2) repeals the public charge ground for deportation, (3) requires states to provide for automatic voter registration to qualifying new citizens unless that individual declines, and (4) sets a floor of 125,000 to the maximum number of refugees who may be admitted into the United States each year.

S 425: Complete Streets Act of 2021

Complete Streets Act of 2021 This bill directs each state to establish a competitive program to provide technical assistance and grants for the design and construction of complete streets to make transit routes safer and more accessible. Specifically, the bill directs the Department of Transportation (DOT) to establish benchmarks and guidance by which states can implement complete streets programs and eligible entities can carry out complete streets policies and principles; eligible entities seeking technical assistance or funds for a complete streets program to adopt policies using complete streets principles that are approved by the state or metropolitan planning organizations (MPOs) with jurisdiction over such entites; states and MPOs to certify that their complete street policies meet the minimum requirements set out by DOT; states to set aside 5% of their federal highway money to implement a complete streets program; and states and MPOs to adopt design standards for federal surface transportation projects that provide for the safe and adequate accommodation of all users of the surface transportation network, including motorized and non-motorized users, in all phases of project planning, development, and operation.

S 408: Supporting Best Practices for Healthy Moms Act

Supporting Best Practices for Healthy Moms Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to publish and periodically update guidance for hospitals, freestanding birth centers, and other maternal care providers on ways to reduce maternal mortality and morbidity under Medicaid and the Children's Health Insurance Program (CHIP). The CMS must also report on the Medicaid payment methodologies that apply to facility transfers of pregnant women.

S 403: FOCA Act

Fair and Open Competition Act or the FOCA Act This bill prohibits federal construction contracts or controlling documents for federally supported construction projects from requiring or prohibiting project labor agreements. Such documents also may not discriminate against or give preference to a bidder or contractor who signs or refuses to sign a project labor agreement. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.
