CBRN Intelligence and Information Sharing Act of 2021 This bill expands the functions of the Office of Intelligence and Analysis of the Department of Homeland Security related to homeland-security focused intelligence and information sharing. The office shall support intelligence analysis and risk assessment of terrorist actors, their claims, and their plans to conduct attacks involving chemical, biological, radiological, and nuclear materials against the United States, including critical infrastructure; support intelligence analysis and risk assessment of global infectious disease, public health, food, agricultural, and veterinary issues; leverage existing and emerging homeland security intelligence capabilities and structures to enhance early detection, prevention, protection, response, and recovery efforts with respect to a chemical, biological, radiological, or nuclear attack; and share information and provide tailored analytical support on these threats to state, local, tribal, and territorial authorities and to relevant national biosecurity and biodefense stakeholders and other federal agencies.
Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth, composed of most of the territory of the District of Columbia. The commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the commonwealth. The bill applies current District laws to the commonwealth and continues pending judicial proceedings. The commonwealth (1) shall consist of all District territory, with specified exclusions for federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building; and (2) may not impose taxes on federal property except as Congress permits. District territory excluded from the commonwealth shall be known as the Capital and shall be the seat of the federal government. The bill maintains the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-third Amendment to the Constitution, which provides for the appointment of electors of the President and Vice President. The bill continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, courts, and college tuition assistance, until the commonwealth certifies that it is prepared to take over the authorities and responsibilities. The bill establishes the Statehood Transition Commission to advise the President, Congress, and District and commonwealth leaders on the transition.
This resolution honors the life and legacy of William Robert "Bobby" "Slick" Leonard and his dedication to basketball. The resolution recognizes (1) the historical, economical, and cultural significance and impact that Leonard had on the city of Indianapolis and the state of Indiana; and (2) the dedication and contributions to sports and entertainment of Leonard and his wife.
This resolution congratulates the Northwest Missouri State University Bearcats men's basketball team and the university, mayor, university president, governor, and fans of the Bearcats on their national championship.
This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.
This resolution honors and recognizes the service provided to veterans by Veterans Service Organizations (VSOs) during the COVID-19 (i.e., coronavirus disease 2019) pandemic and commends their efforts to improvise and adapt to the challenges posed by COVID-19. The resolution also supports efforts by VSOs to enable veterans, their families, and their caregivers to receive the COVID-19 vaccine.
This resolution elects William Joseph Walker as Sergeant at Arms of the House of Representatives.
This resolution (1) sets forth the rule for consideration of H.R. 51 (Washington, D.C. Admission Act), H.R. 1573 (Access to Counsel Act of 2021), and H.R. 1333 (National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act); and (2) adopts H. Res. 316 (providing for expenses of certain House committees for the 117th Congress) and H. Con. Res. 30 (providing for a joint session of Congress on April 28, 2021, to receive a message from the President). The resolution also extends through May 20, 2021, the waiver of certain procedural requirements regarding journal approval, adjournment, suspension of the rules, and consideration of certain resolutions. At any time through the legislative day of April 22, 2021, the Speaker may entertain motions to suspend the rules for multiple measures that were the object of motions to suspend the rules on the legislative day of April 19, 2021, or April 20, 2021.
This resolution mourns the death of former Vice President Walter Mondale and requires a copy of this resolution to be transmitted to the family of the former Vice President.
This resolution sets forth the levels of payment for 117th Congress expenses (including staff salaries) for the following House Committees: (1) Agriculture; (2) Armed Services; (3) the Budget; (4) Select Committee on the Climate Crisis; (5) Education and Labor; (6) Energy and Commerce; (7) Ethics; (8) Financial Services; (9) Foreign Affairs; (10) Homeland Security; (11) House Administration; (12) Permanent Select Committee on Intelligence; (13) the Judiciary; (14) Select Committee on the Modernization of Congress; (15) Natural Resources; (16) Oversight and Reform; (17) Rules; (18) Science, Space, and Technology; (19) Small Business; (20) Transportation and Infrastructure; (21) Veterans' Affairs; and (22) Ways and Means. Among other things, this resolution (1) prescribes limitations to such expenses for the 1st and 2nd sessions of the 117th Congress, and (2) establishes a reserve fund for unanticipated committee expenses for the 117th Congress.
This resolution states that the August 9, 2020, election in Belarus was neither free nor fair and, as such, the House of Representatives does not recognize Alyaksandr Lukashenka as the country's legitimate president. The resolution also states that the people of Belarus have the right to determine the country's future without unwelcome intervention from outside actors and condemns the human rights violations committed by Belarusian authorities.
Secure and Fair Enforcement Banking Act of 2021 or the SAFE Banking Act of 2021 This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate cannabis-related business. Prohibited penalties include terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate cannabis-related business and prohibiting or otherwise discouraging a depository institution from offering financial services to such a business. Additionally, proceeds from a transaction involving activities of a legitimate cannabis-related business are not considered proceeds from unlawful activity. Proceeds from unlawful activity are subject to anti-money laundering laws. Furthermore, a depository institution is not, under federal law, liable or subject to asset forfeiture for providing a loan or other financial services to a legitimate cannabis-related business. The bill also provides that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism. Finally, the bill decreases the cap on the surplus funds of the Federal Reserve banks. (Amounts exceeding this cap are deposited in the general fund of the Treasury.)
