Reopen Schools Act This bill requires a local educational agency (LEA) to reopen its elementary and secondary schools as a condition for receiving certain supplemental education emergency relief funding. Specifically, an LEA must provide in-person instruction to at least 50% of its students in order to receive the full funding. An LEA that provides in-person instruction to at least some of its students shall have its funding reduced on a pro rata basis.
CARES Windfall for the Wealthiest Repeal Act This bill restores and makes permanent the limitation on excess businesses losses of noncorporate taxpayers. It also allows taxpayers a carryback of their net operating losses arising in 2019 and 2020.
Essential Pay for Essential Workers Act This bill requires employers to pay essential health care employees a premium amount in addition to their regular rate of pay during an emergency period. It also allows employers a payroll tax credit for the payment of such enhanced wages to essential employees.
Stop Subsidizing Multimillion Dollar Corporate Bonuses Act This bill extends the $1 million limit on the deductibility of executive compensation to all employees of publicly traded corporations.
Electric Vehicle Charging Helps Access to Renewable Green Energy Act of 2021 or the EV CHARGE Act of 2021 This bill reinstates and extends through 2026, the 30% tax credit for the cost of alternative fuel vehicle refueling property. The bill allows an additional 20% credit for excess costs attributable to refueling property that is intended for general public use or for use exclusively by fleets of commercial or government vehicles.
USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.
Expanding Opportunity through Pre-Apprenticeships Act This bill requires the Office of Apprenticeship (OA) within the Department of Labor to create a plan to expand participation in pre-apprenticeship programs for underrepresented populations and individuals with barriers to employment, and requires Labor to award related grants to certain eligible entities (e.g., community-based organizations, pre-apprenticeship sponsors, and employers for an in-demand industry or occupation). Specifically, the bill establishes pre-apprenticeship program standards and requirements; directs Labor to collect data on pre-apprenticeship programs, using workforce innovation and opportunity indicators of performance, on how programs resources are spent, and on the diversity and equal opportunity in apprenticeship programs; directs the OA in partnership with state apprenticeship agencies to conduct research in state labor markets and create a plan to expand participation in registered pre-apprenticeship programs for nontraditional populations or individuals with barriers to employment such as youth, women, people of color, long-term unemployed, individuals with disabilities, individuals with substance abuse issues, individuals impacted by the criminal justice system, and veterans; and provides grants to serve participants from nontraditional apprenticeship populations with preference to women, people of color, veterans, those who have been impacted by the youth or adult criminal justice system, and individuals with barriers to employment between the ages of 16 and 24.
Stop Evasion of Iran Sanctions Act of 2021 This bill allows the Department of the Treasury to subject a financial institution to operating restrictions and reporting requirements if the institution is connected with the Instrument in Support of Trade Exchanges (INSTEX). INSTEX is an entity designed to facilitate trade between Iran and non-U.S. countries and was created in response to the renewal of certain U.S. sanctions against Iran.
Pre-Apprenticeship Wrap-around Support Services Fund Act of 2021 This bill authorizes the Department of Labor to award grants to eligible applicants to provide stipends to individuals enrolled in a pre-apprenticeship program. Grant recipients must prioritize the provision of stipends to individuals with a barrier to employment.
Personalized Care Act of 2021 This bill revises provisions relating to health savings accounts (HSAs), including to redefine eligible individual for HSA purposes to allow increased participation in HSAs, increase the limit on contributions to HSAs, permit the payment of health insurance premiums from HSAs, include within the definition of qualified medical expenses periodic fees paid for medical services and amounts paid by a member of a health care sharing ministry, treat periodic provider fees as deductible medical expenses, and lower the 20% penalty for nonqualified distributions from HSAs to 10%.
Anti-Racism in Public Health Act of 2021 This bill establishes within the Centers for Disease Control and Prevention (CDC) a National Center on Antiracism and Health and a law enforcement violence prevention program. Among other activities, the new center must declare racism a public health crisis, collect and analyze data, and administer research and grant programs to address racism and its impact on health and well-being. Additionally, the bill specifically directs the CDC's National Center for Injury Prevention and Control, in coordination with the Department of Justice and other relevant stakeholders, to carry out the law enforcement violence prevention program by conducting research and supporting other activities pertaining to law enforcement violence and public health.
Ultrasound Informed Consent Act This bill requires abortion providers to conduct an ultrasound before performing an abortion. Specifically, before a woman gives informed consent to any part of an abortion, the abortion provider must perform an obstetric ultrasound on the pregnant woman; provide a simultaneous explanation of what the ultrasound is depicting; display the ultrasound images so the woman may view them; and provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable. Providers are subject to civil actions and penalties for violations. The bill's ultrasound requirements do not apply in cases where a physical disorder, illness, or injury caused by the pregnancy endangers a woman's life. A woman is also not required to view the ultrasound images; nor may she or the provider be penalized if she declines to do so.
