S 792: HAULS Act of 2021

Haulers of Agriculture and Livestock Safety Act of 2021 or the HAULS Act of 202 1 This bill modifies exemptions with respect to commercial motor vehicle safety regulations involving the transportation of agricultural commodities and farm supplies. The bill allows the federal hours-of-service rules exemption regarding maximum driving and on-duty time for drivers transporting agricultural commodities and farm supplies to apply year-round. Current law provides an exception from the federal hours-of-service rules for the transportation of agricultural commodities within a 150 air-mile radius of the normal work reporting location only during planting and harvest periods which are determined by each state. Additionally, the Department of Transportation must revise the definition of agricultural commodity to include specific commodities that are covered by the federal hours-of-service rules exception.

Major Richard Star Act This bill allows a veteran with a combat-related disability and fewer than 20 years of creditable service to receive retirement pay, without reduction, concurrent with disability compensation.

HR 1958: Protection of Children Act of 2021

Protection of Children Act of 2021 This bill requires the removal of unaccompanied alien children in certain instances and amends related provisions. An immigration officer must return an unaccompanied child apprehended at a land border to the child's country of nationality or last habitual residence if the child (1) is not a victim of severe trafficking, and (2) does not have a credible fear of persecution. Currently, an immigration officer may return the child only if such criteria is met and the child is from a contiguous country and able to make an independent decision to withdraw a petition for admission into the United States. If the Department of Homeland Security (DHS) has determined that an unaccompanied child is a victim of severe trafficking or has a credible fear of persecution and DHS seeks to remove that child, removal proceedings with a hearing before an immigration judge shall be held within 14 days of the determination. Such a child shall have access to counsel, to the greatest extent practicable, and at no expense to the government. (Currently, the statute does not prohibit the government from bearing the expenses for such counsel.) The bill extends and removes certain deadlines for transferring an unaccompanied alien child to Department of Health and Human Services (HHS) custody. HHS, before placing a child with an individual, shall provide DHS with certain information about the individual. If the individual's immigration status is unknown, DHS shall investigate and initiate removal proceedings if the individual is unlawfully present.

HR 1977: ECORA Act of 2021

Enhancing Credit Opportunities in Rural America Act of 2021 or the ECORA Act of 2021 This bill modifies the requirements for calculating taxable income to exclude from gross income interest received by a lender from real estate loans secured by agricultural real estate or by a leasehold mortgage (with a status as a lien) on agricultural real estate. Agricultural real estate includes real property that is substantially used for the production of one or more agricultural products. It also includes any single family residence that is (1) the principal residence of its occupant, (2) located in a rural area which is not within a Metropolitan Statistical Area and has a population of 2,500 or less, and (3) is purchased or improved with the proceeds of a loan secured by agricultural real estate or by a household mortgage.

HR 1964: Payer State Transparency Act of 2021

Payer State Transparency Act of 2021 This bill requires the Bureau of Economic Analysis of the Department of Commerce to calculate the federal tax burden of each state for each calendar year. It also requires the Office of Management and Budget to calculate the total amount of federal outlays received by each state in each fiscal year.

HR 1959: Alice Cogswell and Anne Sullivan Macy Act

Alice Cogswell and Anne Sullivan Macy Act This bill expands special education and related services for students who are deaf or hard of hearing, students with visual disabilities, and children and youth who are deaf-blind. The individualized education program for each child who is visually and/or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. In addition, a state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services. Among other provisions, the bill authorizes support, including grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities. The bill establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

HR 1970: Think Tank and Nonprofit Foreign Influence Disclosure Act

Think Tank and Nonprofit Foreign Influence Disclosure Act This bill requires tax-exempt charitable organizations to disclose in annual reports contributions and gifts exceeding $50,000 received from foreign governments and foreign political parties. The reports must disclose the names of such governments and political parties and the aggregate amounts of contributions and gifts. The bill requires the Department of the Treasury to make publicly available in a searchable database information relating to such gifts and contributions received from foreign governments and political parties and the aggregate amount received in each year from the the People's Republic of China, and (stated separately) from the Chinese Communist Party.

HR 1965: To award three congressional gold medals to the United States Capitol Police and those who protect the U.S. Capitol.

This bill directs the Speaker of the House and the President pro tempore of the Senate to arrange for the award of three Congressional Gold Medals to the U.S. Capitol Police (USCP) and other law enforcement agencies that protect the U.S. Capitol. Following the award of these medals, one medal shall be given to the USCP, one medal shall be given to the Metropolitan Police Department of the District of Columbia, and one medal shall be given to the Smithsonian Institution and displayed with a plaque listing all law enforcement agencies that participate in protecting the Capitol.

HR 1085: To award three congressional gold medals to the United States Capitol Police and those who protected the U.S. Capitol on January 6, 2021.

HR 5: Equality Act

Equality Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.
