HCONRES 31: Recognizing that the climate crisis is disproportionately affecting the health, economic opportunity, and fundamental rights of children, recognizing the importance of renewed leadership by the United States in addressing the climate crisis, and recognizing the need of the United States to develop a national, comprehensive, and science-based climate recovery plan to phase out fossil fuel emissions, protect and enhance natural sequestration, and put the United States on a path towards stabilizing the climate system.

This concurrent resolution calls for renewed U.S. leadership in addressing the climate crisis that is disproportionately affecting the health, economic opportunity, and fundamental rights of children. It also recognizes the need for the departments and agencies of the executive branch with delegated authority over energy and climate policy to prepare a climate recovery plan that puts the United States on a trajectory consistent with reducing global atmospheric carbon dioxide to below 350 parts per million by the year 2100.

HRES 341: Urging the promotion of equity in the distribution and allocation of COVID-19 vaccines among Hispanic, Black, Asian-American, Native Hawaiian and Pacific Islander, and Native American communities.

S 1358: Bipartisan Border Solutions Act of 2021

Bipartisan Border Solutions Act of 2021 This bill establishes regional processing centers for conducting immigration-related activities and addresses other related issues. The Department of Homeland Security (DHS) shall establish at least four regional processing centers along the southern border in high-traffic Border Patrol sectors. These centers shall conduct processing activities such as criminal history checks, medical screenings, asylum interviews and credible fear determinations, and short-term detention of individuals. The bill imposes various requirements, such as requiring the centers to (1) allow nongovernmental entities access to detained individuals to provide humanitarian or legal assistance, and (2) provide detained aliens access to legal counsel for certain asylum proceedings. The bill also requires DHS and the Department of Justice (DOJ) to develop pilot programs to improve asylum decisions, credible fear determinations, access to counsel, and case management of aliens awaiting asylum hearings or decisions. DOJ shall, to the greatest extent practicable, prioritize removal cases involving aliens apprehended while entering the United States during an irregular migration influx. Before placing an unaccompanied alien child with an individual, the Department of Health and Human Services must conduct a criminal background check of each adult member of that individual's household. An alien child may not be placed in a household where an individual has been convicted of certain crimes, including offenses involving sex or domestic violence. The bill also makes it a crime to make a materially false statement or knowingly use a false document to obtain custody of an unaccompanied alien child.

HR 2804: Debt-Free College Act of 2021

Debt-Free College Act of 2021 This bill establishes measures to cover the unmet financial need of students who are enrolled at certain institutions of higher education (IHEs). Unmet financial need refers to the difference between a student's cost of attendance and the student's expected family contribution, plus any federal, state, and local sources of grant aid. In addition, the bill makes certain Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) eligible for federal financial aid. First, the bill requires the Department of Education (ED) to award grants for state-federal partnerships with a goal of providing debt-free college for all eligible students at in-state public IHEs. Eligible student refers to an individual who (1) is enrolled or is eligible to enroll in an in-state public IHE, (2) demonstrates eligibility for a Federal Pell Grant through institutional financial-aid eligibility forms, and (3) demonstrates satisfactory academic progress. Next, the bill requires ED to award grants to historically Black colleges and universities and minority-serving institutions to cover the unmet financial need of enrolled students. ED must establish an office to administer grants and provide oversight. In addition, the bill makes Dreamer students who entered the United States before the age of 16 and who meet certain educational criteria eligible for federal student aid.

HR 2765: Advanced Coursework Equity Act

Advanced Coursework Equity Act This bill directs the Department of Education to establish three grant programs to increase enrollment and performance of underrepresented students in advanced courses and programs. Local educational agencies receiving grants or subgrants must use such funds for certain activities, such as conducting community engagement, expanding enrollment of underrepresented students in advanced courses, and providing direct services (e.g., tutoring) to underrepresented students.

HR 2776: Border Patrol Agent Pay Reform Amendments Act of 2021

Border Patrol Agent Pay Reform Amendments Act of 2021 This bill revises certain elements of the compensation system for border patrol agents at U.S. Customs and Border Protection. Among other things, the bill increases the overtime compensation available for border patrol agents who handle canines, limits the amount of overtime that is credited toward retirement for certain agents, and authorizes specified alternative work schedules for certain agents.

HR 2802: American Border Rescue Plan Act

American Border Rescue Plan Act This bill establishes that funds made available for certain COVID-19 recovery programs may also be available to eligible law enforcement agencies for border enforcement-related purposes. To be eligible to receive such funds, a law enforcement agency must be (1) located in a state with an international border, and (2) involved in an active and ongoing U.S. Customs and Border Protection operation coordinated through a sector office.

HR 2821: Plastic Waste Reduction and Recycling Research Act

Plastic Waste Reduction and Recycling Research Act This bill establishes the Plastic Waste Reduction and Recycling Research Program to improve the global competitiveness of the U.S. plastics recycling industry and to mitigate any harmful effects of plastic waste on the environment. The bill also provides for an interagency committee to coordinate agency activity in support of the program.

HR 2796: Family Attribution Modernization Act

Family Attribution Modernization Act This bill modifies testing rules for tax-exempt pension and profit sharing plans (e.g., 401k retirement plans) to eliminate attribution under the the family attribution rules (1) for spouses with separate businesses who reside in community property states, and (2) between parents with separate businesses who have minor children. The family attribution rule treats an individual taxpayer as owning property interests (e.g., stock) that are owned, directly or indirectly, by the individual's spouse, children, grandchildren, and parents.
