HR 4077: Closing the Meal Gap Act of 2021

Closing the Meal Gap Act of 202 1 This bill revises the requirements for calculating Supplemental Nutrition Assistance Program (SNAP) benefits. The bill increases the minimum SNAP benefit and requires benefits to be calculated using the value of a low-cost food plan. The Department of Agriculture (USDA) must determine the requirements for the low-cost food plan, which is the diet required to feed a family of four, consisting of a man and a woman 19-50 years of age, a child 6-8 years of age, and a child 9-11 years of age. USDA must (1) reevaluate and publish the market baskets of the plan by January 1, 2027, and every five years thereafter, based on current food prices, food composition data, consumption patterns, and dietary guidance; and (2) make adjustments to the plan to account for household size, changes in the cost of the diet, and the costs of food in specified areas. The bill modifies the requirements for calculating household income to determine SNAP eligibility by (1) authorizing a standard medical expense deduction for households containing an elderly or disabled member, and (2) eliminating the cap on the excess shelter expense deduction. The bill eliminates certain work requirements for SNAP. The requirements apply to able-bodied adults who are ages 18-49 and have no dependent children. The bill allows Puerto Rico, American Samoa, and the Northern Mariana Islands to participate in SNAP. Currently, the three territories receive block grants instead of participating in SNAP.

S 2479: UNRWA Accountability and Transparency Act

UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or engaged in the dissemination of anti-American, anti-Israel, or anti-Semitic ideologies. Additionally, the State Department must certify that the UNRWA is subject to comprehensive financial audits by an independent auditing firm and is unaffiliated with any financial institutions that the United States considers to be complicit in money laundering or terror financing. The bill also requires the State Department to implement a plan to encourage other countries to align their activities and efforts regarding the UNRWA with U.S. policy objectives, including the phase out of the UNRWA by resettling Palestinian refugees in countries other than Israel and in territories not controlled by Israel. The State Department must report to Congress on this plan.

S 2489: Anti-BDS Labeling Act

Anti-BDS Labeling Act This bill provides statutory authority for the continuation of U.S. policy related to country of origin marking for imported goods that are produced in the West Bank or Gaza. Currently, such goods must carry specified markings that indicate their origin. Further, the bill prohibits the use of any funds made available to the Department of State or to U.S. Customs and Border Protection to rescind or change this policy.

HR 4699: To amend the National Flood Insurance Act of 1968 to allow for the consideration of private flood insurance for the purposes of applying continuous coverage requirements, and for other purposes.

This bill directs the Federal Emergency Management Agency (FEMA) to consider any period during which a property was continuously covered by either private flood insurance or flood insurance offered through the National Flood Insurance Program (NFIP) to be a period of continuous insurance coverage, including for the purposes of NFIP subsidies.

HR 4694: Food Chemical Reassessment Act of 2021

Food Chemical Reassessment Act of 2021 This bill establishes the Office of Food Safety Reassessment within the Center for Food Safety and Applied Nutrition and addresses related issues. The office must conduct reassessments of additives, food contact substances, and other related substances to ensure that such substances are safe. Specifically, every three years, the office must reassess the safety of at least 10 substances or classes of substances, including those that are generally recognized as safe for use in food. The office must issue final regulations relating to the safety of each reassessed substance. The bill also specifies 10 substances that the office must assess in its first review. The Food and Drug Administration (FDA) must reestablish the Food Advisory Committee to advise the FDA on issues related to the substance assessments required by this bill.

S 2466: Fair Sugar Policy Act of 2021

Fair Sugar Policy Act of 20 21 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.

HR 4687: Supermarket Tax Credit for Underserved Areas Act

Supermarket Tax Credit for Underserved Areas Act This bill expands the tax credits that are available for the establishment of supermarkets in underserved areas. The bill includes provisions that (1) increase the rate of the rehabilitation tax credit for a supermarket building placed in service after December 31, 2021, and before January 1, 2025, in an underserved area; (2) increase by $1,000 the limit on wages eligible for the work opportunity tax credit for employees of a new underserved area supermarket; and (3) allow a business-related tax credit for 15% of the gross receipts from the retail sale of fresh fruits and vegetables in a new underserved area supermarket.

HR 4695: Eleanor Smith Inclusive Home Design Act of 2021

Eleanor Smith Inclusive Home Design Act of 2021 This bill requires certain newly constructed, federally assisted housing, including single-family homes and town houses, to contain at least one level that complies with specified minimum standards of accessibility for individuals with disabilities. An aggrieved person may commence a civil action with respect to a violation of this requirement.

HR 3030: Lead by Example Act of 2021

Lead by Example Act of 2021 This bill provides that, beginning January 3, 2023, the only health care plan the federal government may make available to Members of Congress and congressional staff shall be health care provided through the Department of Veterans Affairs (VA). By September 15, 2021, the VA and the Office of Personnel Management shall jointly submit to Congress a plan to carry out this bill, including recommendations for any necessary legislative actions.

HR 1744: Humane Research and Testing Act of 2021

Humane Research and Testing Act of 2021 This bill establishes the National Center for Alternatives to Animal Research and Testing within the National Institutes of Health to promote alternatives to animal research and testing and to reduce the number of animals used in such research and testing. In addition, federal departments or agencies and federally funded research entities that use animals for research and testing must develop plans to reduce the use of animals in their activities. They must also annually report the number of animals that they use to the center, and the center must make this information publicly available.

HR 4202: MRRRI Act

Mississippi River Restoration and Resilience Initiative Act or the MRRRI Act This bill establishes the Mississippi River Restoration and Resilience Initiative to protect and restore the Mississippi River Corridor. The Environmental Protection Agency (EPA) must establish the initiative and the Mississippi River National Program Office to carry out the initiative. The office must (1) coordinate agency actions to protect and restore the Mississippi River Corridor; (2) develop, implement, and update the initiative, actionable goals, and an action plan required by the bill; (3) make updates and information available on a public website; and (4) submit annual reports to Congress. Additionally, the bill outlines the focus areas that each project carried out under the initiative must address, such as improving water quality and protecting wildlife habitat. The office may make grants to certain nonfederal entities to carry out eligible projects. The bill directs the EPA to include the initiative as a separate budget line item in its annual budget submission. Next, the bill directs the Department of the Interior to coordinate with the office to establish four Mississippi River Corridor research centers within the U.S. Geological Survey (USGS). These research centers must, among other duties, conduct scientific research on the focus areas of the initiative. The bill also directs the USGS to host a science forum to share current science and identify data gaps related to the ecological health of the Mississippi River Corridor. The USGS must, within two years of the forum, develop a science plan for the initiative.
