S 4287: COPS on the Beat Grant Program Parity Act of 2022

COPS on the Beat Grant Program Parity Act of 2022 This bill makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement officers who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

HRES 1131: Expunging the January 13, 2021, impeachment of President Donald John Trump.

HRES 1131 is a resolution proposing to remove the January 13, 2021, impeachment of President Trump from the official congressional record, treating it as if it never occurred. It specifically targets the House resolution (H. Res. 24) that impeached Trump for "incitement of insurrection" following the January 6 Capitol riot. The resolution argues the impeachment lacked due process, omitted context about the 2020 election, and violated constitutional procedures by rushing the vote before Trump’s term ended. If passed, it would formally erase the impeachment from legislative history but would not affect Trump’s legal status or future eligibility for office. This is a symbolic procedural measure, not a binding law, and would not change the actual voting record or constitutional implications.

Specifically, Treasury must consider (1) the extent to which an institution knowingly provides financial services to Hamas, or to an agent of Hamas; and (2) the extent to which an institution, transaction, or type of account is used to facilitate or promote payments for certain acts of terrorism against U.S. and Israeli citizens.

HR 2650: Military Spouse Licensing Relief Act of 2021

Military Spouse Licensing Relief Act of 2021 This bill provides for the portability of professional licenses of service members and their spouses who are relocated, because of military orders, outside of the jurisdiction that issued the license. Specifically, a professional license in good standing of a service member or spouse shall be considered valid at a similar scope of practice and in the discipline applied for in the new jurisdiction for the duration of such military orders. To establish and maintain eligibility, a service member or spouse must (1) provide a copy of the military orders to the licensing authority in the new jurisdiction; (2) remain in good standing with the licensing authority that issued the license; and (3) submit to the authority of the licensing authority in the new jurisdiction for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements. The bill also provides that if a service member or spouse is licensed to operate in multiple jurisdictions through an interstate licensure compact, the service member or spouse is subject to the requirements of the compact or the applicable provisions of the state law rather than the provisions of this bill.
