Directs the Department of Education to provide oversight of a program that coordinates an in-state and a national cultural exchange for students of this state. Prescribes the requirements of the program. Directs the department to transfer moneys from the Statewide Education Initiatives Account for the program. Declares an emergency, effective July 1, 2025.
Directs the Oregon Criminal Justice Commission to establish a program to provide legal services to assist adults in custody who are serving sentences at the Coffee Creek Correctional Facility. Directs the commission to grant funds to the Oregon Justice Resource Center for purposes of the program. Directs the commission and center to evaluate the program and report to an interim committee of the Legislative Assembly related to corrections no later than September 15, 2026. Sunsets December 31, 2027. Declares an emergency, effective on passage.
Requires the Oregon Business Development Department to study utilities. Directs the department to submit findings to the interim committees of the Legislative Assembly related to economic development not later than September 15, 2026. Sunsets on January 2, 2027.
Establishes the open enrollment process for school districts to allow students with an individualized education program or a 504 Plan to attend schools in a nonresident school district with the consent of the receiving school district.

Appropriates moneys to the department for distribution to the Central Oregon Intergovernmental Council for soil and water conservation districts for coordination and administrative support and to perform certain monitoring. Prohibits a franchisor from imposing upon or collecting from a franchisee a fee that the franchisor did not disclose in the agreement under which the franchisor and franchisee established the franchise or in the disclosure document a franchisor must provide to the franchisee under federal law.
Prohibits a franchisor from requiring a franchisee to purchase goods, supplies, inventories or services from the franchisor or a source the franchisor designates if goods, supplies, inventories or services of comparable quality are available elsewhere. Specifies exceptions. Prohibits a franchisor from receiving payment, goods, services or any other benefit from a person with which a franchisee does business unless the franchisor accounts for and transmits to the franchisee the payment, goods, service or benefit. Specifies exceptions.
Requires the Department of Public Safety Standards and Training to study incorporating deflection training into the training required of police officers. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Prohibits an individual from using a gillnet to land salmon in the main stem of the Columbia River. Establishes certain exceptions. Provides that an individual may renew a Columbia River gillnet salmon vessel permit only if the individual has used the permit to land salmon in at least one of the two years preceding the renewal.
Amends the Oregon Constitution to require an initiative petition to be accompanied by a signed form providing for the means by which an increase in state or county expenditures of greater than $50,000 must be paid. Provides that an initiative petition may not be placed on the ballot unless the Secretary of State makes a finding of sufficiency of the means. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Requires the State Department of Energy to study avoided costs paid to qualifying facilities under the federal Public Utility Regulatory Policies Act compared with the costs incurred by investor-owned utilities to acquire or maintain renewable energy generation facilities. Directs the department to submit its findings to the interim committees of Legislative Assembly related to energy no later than September 15, 2026. Requires state agencies, to the extent permitted by laws relating to confidentiality, to furnish information and advice necessary for the department to complete the study. Sunsets January 2, 2027.
