HB 2899: Relating to tax incentives for firearms safety; prescribing an effective date.

Creates a credit against personal income tax for the cost of a criminal history record check required by state law for a transfer of a firearm. Creates a subtraction from taxable income for mileage for travel associated with a criminal history record check. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Takes effect on the 91st day following adjournment sine die.

HB 3691: Relating to requiring the use of a Social Security number to claim an earned income tax credit; prescribing an effective date.

Prohibits the claiming of an earned income tax credit by a taxpayer using an individual taxpayer identification number in lieu of a Social Security number. Applies to tax years beginning on or after January 1, 2026. Extends the sunset for the credit. Takes effect on the 91st day following adjournment sine die.

HB 3857: Relating to sports economic development in Oregon; prescribing an effective date.

Directs the Oregon Business Development Department to study sports economic development in Oregon with a focus on making the City of Portland and Oregon the sports hub of the Pacific Northwest. Requires a report to be submitted to the interim committees of the Legislative Assembly related to economic development no later than September 15, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

HB 3879: Relating to state financial administration; prescribing an effective date.

Directs the Governor and Legislative Assembly, in developing an outcomes-based budget, to use a process to establish the priorities of state government. Requires state agencies to report to the Director of the Oregon Department of Administrative Services when any budgeted position is vacant for at least six months. Prohibits filling of a vacant position if the director determines that insufficient reasons exist for retaining the position. Directs the Oregon Department of Administrative Services, in coordination with the Legislative Fiscal Officer and the Legislative Revenue Officer, to prepare a biennial budget stress test report that estimates the effects on state finances of negative economic conditions. Declares the policy of the state to use zero-based budgeting in developing biennial budgets. Requires state agencies to include information justifying all proposed expenditures in agency request budgets. Takes effect on the 91st day following adjournment sine die.

HB 2301: Relating to estate tax; prescribing an effective date.

Allows an additional estate tax exclusion of $7 million. Imposes tax at a flat rate of seven percent. Applies to estates of decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 2719: Relating to methods of paying for post-secondary education; prescribing an effective date.

Establishes the Guaranteed Opportunity Program. Requires the Office of Student Access and Completion to administer the program. Requires the State Workforce and Talent Development Board to monitor the program every two years and make recommendations to the Legislative Assembly on whether modifications are necessary to enhance the state's workforce. Establishes that the program becomes operative on January 1, 2045. Establishes the Guaranteed Opportunity Program Implementation Fund. Requires the Higher Education Coordinating Commission, on the effective date of the Act, to begin the process of developing the policy and rules necessary to implement the Guaranteed Opportunity Program. Requires the commission to submit a report regarding the progress on the development of policy and rules to committees related to public finance and higher education during the 2026 and 2027 regular sessions of the Legislative Assembly. Establishes the Task Force on Implementing the Guaranteed Opportunity Program. Requires the task force to determine the amount of moneys the program will need to raise through bonding, determine which current grant and scholarship programs should be repealed on the operative date of the Guaranteed Opportunity Program and analyze the methods for preventing bad faith participation of participants in the program. Sunsets the task force on December 31, 2026. Takes effect on the 91st day following adjournment sine die.

HB 2137: Relating to state parks; prescribing an effective date.

Creates the Oregon Parks for All Subaccount within the Parks Donation Trust Fund. Provides that moneys voluntarily given at the time a vehicle is registered in this state shall be used to provide free access to state parks by Oregon residents and for the benefit of state parks. Eliminates the requirement to purchase day-use parking passes to park a vehicle registered in this state at a state park. Directs the State Parks and Recreation Department to report to the interim committees of the Legislative Assembly related to natural resources on the status of the new law no later than October 1, 2026. Sunsets January 2, 2032. Takes effect on the 91st day following adjournment sine die.
