HB 3048: Relating to arts and culture.

] [ Requires the Oregon Business Development Department to study arts and culture in this state. Directs the department to submit findings to interim committees of the Legislative Assembly related to arts and culture not later than September 15, 2026. ] Abolishes the Oregon Arts Commission and the Trust for Cultural Development Board on July 1, 2027. Establishes the Oregon Arts and Cultural Development Board. Establishes the Oregon Arts and Cultural Development Office as a semi-independent state agency. Transfers the duties of the abolished commission and board to the new board and office. Modifies provisions relating to arts and cultural development.

HB 2836: Relating to statements of economic interest.

Requires a statement of economic interest to be filed by all members of the board of directors or governing body of a nonprofit that has either received or submitted testimony to the Legislative Assembly requesting $1 million or more in state capital construction funding over the previous five years. HB 3689: Relating to removal proceedings.

Authorizes the Governor to commute a person's prison sentence to allow for the removal of the person. Directs the Department of Corrections to work with federal immigration authorities to identify persons in the custody of the department who are subject to removal, to facilitate participation in removal proceedings during incarceration sentences and to coordinate with the Governor so that any commutation results in the person being transferred directly into the custody of a federal immigration authority.

HB 3375: Relating to youth substance abuse.

Directs the Alcohol and Drug Policy Commission to inventory and assess existing primary prevention programs and youth substance use screening, intervention and referral programs. Directs the commission to analyze gaps in the provider workforce and service delivery system for youth in need of all levels of substance use disorder treatment. Requires the commission to report to the Legislative Assembly on its findings and recommendations.

HB 2366: Relating to lottery revenues; prescribing an effective date.

Provides that a fixed percentage of certain forecasted video lottery revenues be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differences between the biennium's forecasted revenues and actual revenues. Takes effect on the 91st day following adjournment sine die.
