] Increases the state transient lodging tax. Changes the name of the Oregon Conservation Strategy Subaccount to the Recovering Oregon's Wildlife Fund Subaccount. [ Transfers moneys attributable to the increase of the state transient lodging tax to the Recovering Oregon's Wildlife Fund Subaccount. ] Specifies how moneys attributable to the increase are to be distributed. Applies the transient lodging tax increase to transient lodging charges occurring on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

HB 3954: Relating to the Oregon National Guard.

Prohibits the Adjutant General from assisting or allowing the United States Department of Defense or any branch thereof to communicate with any individual or unit of the Oregon National Guard for purposes of calling the individual or unit into active service unless the active service is for a certain listed reason. Prohibits the Adjutant General from allowing an individual or unit of the Oregon National Guard to be called into active service if the call into active service results in the Oregon National Guard being incapable of responding to a statewide emergency. [ Directs that an Adjutant General be immediately dismissed for violations of the Act. ].

HB 2425: Relating to ensuring that forced labor is not used for electric products that public bodies procure; declaring an emergency.

] [ Requires public bodies that procure electric vehicles and solar photovoltaic energy systems to receive before entering a contract for the electric vehicle or solar photovoltaic energy system a certification from the manufacturer, distributor, vendor or supplier that the production, assembly, transportation or sale of the electric vehicle or solar photovoltaic energy system did not use or involve forced labor or oppressive child labor. Requires probative evidence to accompany the certification. ] [ Provides that a person that supplies a certification that is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate is liable for a civil penalty of not more than $10,000 or half of the price the public body paid for the electric vehicle or solar photovoltaic energy system. Subjects the public body to similar penalties for knowingly or intentionally accepting a certification that the public body knows is false, materially misleading, illegitimate, untruthful, forged or substantially inaccurate. ] [ Takes effect on the 91st day following adjournment sine die. ] Establishes the Task Force on Ethical Procurement with 11 members appointed by the President of the Senate, the Speaker of the House of Representatives and the Governor. Requires the task force to devise methods for verifying the identities of manufacturers, distributors, vendors or suppliers of products that public bodies procure in this state and ensuring that the public bodies do not procure products for which production, assembly, transportation or sale used or involved forced labor or oppressive child labor. Specifies methods by which the task force may carry out the task force's purpose. Sunsets on December 31, 2026. Declares an emergency, effective on passage.

SB 174: Relating to violations of the Insurance Code as unlawful trade practices.

Provides that a violation of prohibitions against certain practices with respect to insurance is subject to an enforcement action under the Unlawful Trade Practices Act. Specifies exemptions. Permits a person to obtain, and a court to award, appropriate equitable relief in addition to monetary damages under the Unlawful Trade Practices Act. Requires the Director of the Department of Consumer and Business Services to request action before a prosecuting attorney may take action under the Unlawful Trade Practices Act against an act or practice related to insurance.

HB 3984: Relating to wildfires; declaring an emergency.

] [ Requires the Public Utility Commission to study wildfires. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to energy no later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Provides that an electric company that is found to be liable for damages in a civil action arising out of allegations that the conduct of the electric company caused or substantially contributed to a wildfire shall also be liable for any federal income tax liability that a plaintiff or class member owes or pays on amounts the plaintiff or class member receives in relation to the civil action. Allows a plaintiff or class member to seek a supplemental judgment to recover from the electric company for the federal income tax liability. Requires an electric company to apply for a wildfire safety certification. Directs the Public Utility Commission to issue a certification if the applicant is implementing a wildfire protection plan and meets certain requirements. Provides that a certification establishes that the applicant has implemented wildfire policies and practices consistent with wildfire safety standards. Provides that a certification does not establish immunity against claims for damages resulting from a wildfire. Directs the commission to commission a study to examine issues related to catastrophic wildfire risk and recovery and develop scenarios for a balanced solution. Directs the commission to provide an interim report on the study's findings and recommendations to the committees of the Legislative Assembly related to energy and environment during the 2026 regular session and provide recommendations for a stakeholder process to follow the final study report. Declares an emergency, effective on passage.

HB 2282: Relating to alcohol; prescribing an effective date.

] [ Requires the Oregon Liquor and Cannabis Commission to study alcohol. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to economic development not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Requires certain individuals to hold a retail liquor sales permit from the Oregon Liquor and Cannabis Commission in order to sell alcohol to consumers. Creates exceptions. Punishes by a maximum fine of $1,000. Provides that a distillery licensee and a retail outlet agent appointed by the commission may not be subject to more than one minor decoy operation per calendar year. Creates exceptions. Becomes operative on January 1, 2027. Takes effect on the 91st day following adjournment sine die.
