Establishes durational limits for states of emergency declared under certain statutes. Provides that Legislative Assembly may extend or authorize extension of state of emergency by joint resolution. Provides that, after termination of state of emergency, Governor may not declare another state of emergency for same purpose unless so authorized by Legislative Assembly.
Creates crime of patronizing a trafficked child. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both, if victim is child under 18 years of age. Punishes by maximum of five years' imprisonment, $125,000 fine, or both, if conviction is based on law enforcement officer posing as child under 18 years of age. Directs Oregon Criminal Justice Commission to classify offense as person felony in specified crime category. Excludes certain evidence of past behavior of alleged victim or witness in prosecution for patronizing a trafficked child. Authorizes ex parte order for interception of communications when probable cause for patronizing a trafficked child exists. Adds crime of patronizing a trafficked child to definition of sex crime for purposes of sex offender reporting. Adds crime of patronizing a trafficked child to list of crimes constituting racketeering activity. Adds allowing child to patronize trafficked child to definition of child abuse. Repeals crime of purchasing sex with a minor.
Establishes subtraction from personal taxable income for eligible rental payments made by eligible renters. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Modifies offense of making a false report of child abuse. Punishes first or second offense by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes third or subsequent offense by maximum of five years' imprisonment, $125,000 fine, or both. Takes effect on 91st day following adjournment sine die.
Provides that, for estate of decedents dying on or after January 1, 2023, Oregon estate tax is not due unless value of Oregon taxable estate equals or exceeds $12.92 million. Raises threshold for filing of estate tax return to gross estate valued at or more than $12.92 million. Adjusts exclusion amount and filing threshold for inflation. Takes effect on 91st day following adjournment sine die.
Repeals provisions requiring employers to pay overtime to agricultural workers who work in excess of maximum allowable hours. Repeals provisions related to refundable income or corporate excise tax credit allowed to employer for excess amount of wages paid as overtime pay for agricultural workers. Takes effect on 91st day following adjournment sine die.
Requires Public Utility Commission to study rate impacts associated with implementing reduction of greenhouse gas emissions required by House Bill 2021 (2021). Directs commission to submit findings to interim committees of Legislative Assembly related to energy no later than September 15, 2024.
Directs Department of State Police to maintain staffing level of at least 20 patrol troopers per 100,000 residents of this state, beginning January 1, 2034.
Directs Department of Revenue to make one-time transfer of funds to cities and counties in this state.

Requires agency, upon written request of 10 members of Legislative Assembly objecting to rule, to appear before appropriate committee or interim committee of Legislative Assembly for hearing on rule.
Modifies timelines and requirements for when school district makes determination whether to give approval for student to enroll in virtual public charter school not sponsored by school district. Directs Department of Education to collect and compile virtual public charter school enrollment data for purpose of school districts making determinations whether to give approval. Declares emergency, effective on passage.
