Directs the Oregon Criminal Justice Commission to study the use of technology to improve accuracy when measuring recidivism rates of persons convicted of felonies, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Prohibits an abortion unless a health care provider first determines the probable gestational age of the unborn child, except in the case of a medical emergency. Defines "abortion" and "health care provider." Prohibits the abortion of an unborn child with a probable gestational age of 15 or more weeks, except in the case of a medical emergency, rape or incest. Requires that an abortion of an unborn child with probable gestational age of 15 or more weeks be performed or induced in specified facilities and with specific safeguards in place. Allows specified persons to bring an action against a health care provider for violations. Requires a health care provider who performs or induces, or attempts to perform or induce, an abortion to file a report with the Oregon Health Authority. Requires the authority to publish annually statistics relating to abortion. Allows specified persons to bring a cause of action for actual and punitive damages and injunctive relief against a health care provider for violations. Takes effect on the 91st day following adjournment sine die.
Requires the Legislative Revenue Officer to study the 70 percent-30 percent division between the permissible uses of new and increased local transient lodging tax revenues. Directs the officer to submit a report to the interim committees of the Legislative Assembly related to revenue no later than September 15, 2026. Sunsets on January 2, 2027.

Requires the nonprofit service providers to report on the number of individuals who succeed in changing their immigration status or obtaining lawful permanent resident status. Directs the department to provide every individual served by the department information about, and a referral to the grant program. Declares that it is state policy to help Oregonians who are eligible under federal law change their immigration status or obtain lawful permanent resident status. Appropriates moneys from the General Fund to the department for the purpose of providing grants. Declares an emergency, effective on passage.
