Defines "postal indicator" as an official mark stamped on an envelope by the United States Postal Service for purposes of determining the date or time at which a ballot was mailed.
Proposes an amendment to the Oregon Constitution to require a majority of each house of the Legislative Assembly to be present to conduct business. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Allows a community solar project to participate in the community solar program irrespective of the project's nameplate capacity or location within this state. Prohibits the Public Utility Commission from establishing a limit on the program capacity that is less than 25 percent of an electric company's retail electricity load in this state as of September 25, 2021. Prohibits the commission from establishing any limit on the program capacity for any increase after September 25, 2021, in an electric company's retail electricity load.
Requires the Oregon Health Authority to develop, implement and administer a program to support consumer engagement efforts aimed at increasing and optimizing consumer involvement in planning and decision-making surrounding the access to, and delivery of, behavioral health services in this state. Requires coordinated care organizations to contribute $1 per member per month toward the consumer engagement program. Requires the authority to administer a pilot program in eastern Oregon to develop an innovative model for providing residential treatment to young adults experiencing early psychosis in conjunction with a substance use disorder. Sunsets the pilot program on January 2, 2036. Declares an emergency, effective on passage.
Requires an original equipment manufacturer to make available on fair and reasonable terms to a public body that owns or leases agricultural equipment any documentation, tool, part, embedded software, firmware, data or other device or implement for diagnosing, maintaining, repairing or updating the agricultural equipment that the original equipment manufacturer makes available to an authorized service provider. Specifies additional obligations for the original equipment manufacturer. Permits the Attorney General in response to a complaint to make an investigative demand of an original equipment manufacturer that appears to have violated the Act. Specifies the contents of the investigative demand and the method of service. Subjects an original equipment manufacturer that violates the Act to a civil penalty of not more than $1,000 for each day of the violation.
Requires the Legislative Policy and Research Officer to study federal affairs. Directs the officer to submit findings to the interim committees of the Legislative Assembly related to veterans, emergency management and federal and world affairs not later than September 15, 2026. Sunsets on January 2, 2027.
Requires the Legislative Revenue Officer to study the inclusion of public safety programs as tourism promotion for purposes of transient lodging tax expenditures. Directs the officer to submit a report to the interim committees of the Legislative Assembly related to revenue no later than September 15, 2026. Sunsets on January 2, 2027.
Directs the Judicial Department to study the establishment of the Central Violations Bureau, and to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than December 31, 2026. Sunsets January 2, 2027.

Prohibits the Higher Education Coordinating Commission from making any distributions during the 2025-2027 biennium to the University of Oregon unless the University of Oregon transfers to the commission for distribution to Oregon State University the balance of any receipts received by the University of Oregon from the athletic conference of which the university is a member. Declares an emergency, effective on passage.
Exempts from state income tax for a taxpayer who is a veteran all retirement pay or pension received for service in the Armed Forces of the United States. Applies to tax years beginning on or after January 1, 2026.
Requires the Department of Education to study the adequacy of public education in this state for kindergarten through grade 12. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.
