Allows personal income taxpayer to subtract from taxable income amounts paid as interest on qualified education loans, if income does not exceed threshold amount. Limits amount of subtraction. Reduces amount of subtraction by amount of interest deducted on federal return. Applies to interest paid in tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Proposes amendment to Oregon Constitution to prohibit expenditure of moneys received by Fund for Student Success for any purpose other than as appropriated in chapter 122, Oregon Laws 2019, or expended for allowable purposes but in different proportion than authorized in chapter 122, Oregon Laws 2019. Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary election.
Prohibits public bodies and private entities from requiring person to receive COVID-19 vaccination or to possess COVID-19 immunity passport, immunity pass or other evidence certifying COVID-19 vaccination or immunity status. Prohibits public bodies and private entities from discriminating against person based on nonreceipt of COVID-19 vaccination or failure to possess COVID-19 immunity passport, immunity pass or other evidence certifying vaccination or immunity status.

Establishes General Counsel Committee within Legislative Assembly and directs committee to select General Counsel. Sets forth duties and qualifications of General Counsel. Directs state agencies in executive branch to offer to reinstate employees whose employment with agency was terminated because person refused to obtain vaccination against COVID-19. Directs agencies to pay back pay to reinstated employees.

Prohibits commission from issuing license in specified circumstances. Requires applicant for medical marijuana grow site registration to submit to authority information regarding ownership and location of premises to be registered. Prohibits authority from issuing registration in specified circumstances. Takes effect on 91st day following adjournment sine die.
Requires Department of State Lands to petition United States Congress for transfer of certain public lands. Requires department to manage lands as trustee for benefit of counties where lands are sited.

Creates crime of controlled substances homicide. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both.
