SB 503: Relating to homeowners associations.

Requires Real Estate Agency to study homeowners associations. Directs agency to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024. ] Eliminates requirement for unanimous consent of owners of affected lots or units in planned community when method of determining liability for common expenses or right to common profits is changed.

SB 538: Relating to state agencies' acceptance of credit cards as payment.

Permits state agency to accept credit card as payment for charge or fee state agency imposes or collects for goods or services state agency provides to individual who is member of public and to add surcharge to amount person tenders to offset fees charged to state agency for accepting credit card as payment. ] Provides that state agency that accepts or collects payment by means of credit card or debit card may add fee or surcharge to sum of payment in amount that is reasonably calculated to offset amounts charged to or withheld from state agency for accepting credit card or debit card as payment.

SB 877: Relating to the terms of county commissioners; declaring an emergency.

Restores staggering of terms of county commissioners in certain circumstances. Specifies that when two or more county commissioners are elected for one county at same election and one is elected to fill vacancy, commissioner filling vacancy shall hold office for two years. Applies this rule, which currently applies only to general elections, to primary elections. Declares emergency, effective on passage.

SB 823: Relating to records of investigations of child abuse occurring in state programs; declaring an emergency.

Requires disclosure, in response to public records request, of reports of investigations of child abuse occurring at specified state-authorized programs. Exempts specified information and documents. ] Directs Department of Human Services to prepare completed abuse investigation report at conclusion of specified child abuse investigations. Exempts completed abuse investigation reports from disclosure in response to public records requests. Creates exceptions. Declares emergency, effective on passage.

SB 614: Relating to law enforcement officer recordings; declaring an emergency.

Establishes exception, for video cameras worn by law enforcement officer, to prohibition on law enforcement agency collecting or maintaining information about person's political, religious or social views or activities. ] Establishes circumstances where law enforcement officer may begin recording from video camera worn by officer without developing reasonable suspicion or probable cause. ] Permits law enforcement agency to collect and maintain information about person's political, religious or social views or activities if information was collected and maintained for lawful purpose, including activities carried out in accordance with policy for officer-worn video cameras. Declares emergency, effective on passage.

SB 1064: Relating to signature collection for charitable checkoff participation; prescribing an effective date.

Allows Department of Revenue to establish electronic means for collection of elector signatures in support of inclusion of entity on schedule of income tax return for purpose of receiving contribution by means of checkoff. Applies to elector signatures collected on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

SB 465: Relating to the taxation of the property of jet boat companies; prescribing an effective date.

Provides that property of company that is organized and located outside of this state and exclusively operates jet boat excursion business on boundary rivers of this state and not on rivers within this state is not subject to central assessment for purposes of property taxation. Provides that any property of such company located in this state on assessment date for property tax year is subject to local assessment for purposes of property taxation. Takes effect on 91st day following adjournment sine die.

SB 881: Relating to obligations of worker leasing companies under the paid family and medical leave insurance program.

Provides that client company that is furnished workers by worker leasing company is responsible for employer duties under paid family and medical leave insurance program with respect to workers leased to client company. ] Directs Director of Employment Department ] Department of Revenue to reimburse worker leasing company for any employer contribution payments made by worker leasing company on behalf of client company that meets certain criteria ] if Department of Revenue determines pursuant to amended combined quarterly report that refund is due . Applies to payments of contributions by worker leasing company on behalf of client employer on or after January 1, 2023 made before effective date of Act ]. Provides that worker leasing company is not responsible for paying employer contribution amounts on behalf of client employers that employ fewer than 25 employees. Establishes method by which Employment Department shall determine number of employees employed by employer for purposes of determining liability for such contributions. Takes effect on 91st day following adjournment sine die.

SB 1012: Relating to the assessment of rebuilt homesteads; prescribing an effective date.

Provides for ] Authorizes county to allow homestead rebuilt by same owner on same lot to replace homestead destroyed by September 2020 wildfires to temporarily ] have frozen ] specially assessed value equal to destroyed homestead's assessed ] real market value for 2020-2021 property tax year, to extent of square footage of destroyed homestead. Provides that specially assessed value continues until earliest of date on which rebuilt homestead is no longer principal dwelling of owner, is rented to another person for any duration or is transferred to new ownership. Takes effect on 91st day following adjournment sine die.
