Directs Department of Human Services to use information acquired during abuse investigations arising from actions of child in care to make certain assessments regarding placement. Creates exceptions. ] Prohibits department from determining that individual is unfit solely based on substantiated or founded allegation of abuse arising from acts of individual when under 18 years of age. Creates exceptions. ] Modifies definitions relating to child abuse investigations. Defines "qualified subject." Limits duty of Department of Human Services and law enforcement agency to investigate allegations of child abuse to only those allegations of child abuse committed by qualified subjects. SB 119: Relating to apprenticeship utilization in public projects; prescribing an effective date.

Requires Department of Transportation, Oregon Department of Administrative Services and any contracting agency that uses funds from American Rescue Plan Act of 2021 to study use of apprentices in projects for public works and other public improvement projects. Directs department to submit findings to interim committees of Legislative Assembly related to workforce training not later than September 15, 2024. Specifies contents of study and report. Sunsets on January 2, 2025. Takes effect on 91st day following adjournment sine die.

SB 442: Relating to contract preferences in public procurement that aid in offsetting environmental costs; prescribing an effective date.

Permits contracting agency to grant preference to procuring for public use goods that are fabricated or processed, or services that are performed, entirely within this state if goods or services cost not more than five percent more than goods not processed or fabricated, or services not performed, entirely within this state if contracting agency can reasonably and credibly determine that procuring at higher price offsets environmental costs of transporting goods or service providers from outside this state. Specifies exceptions. Takes effect on 91st day following adjournment sine die.
