Tax Filer Voter Registration Act or the Filer Voter Act This bill treats certain tax return preparers as voter registration agencies. Specifically, the bill requires tax return preparers who prepare at least 100 individual tax returns in a taxable year to provide voter registration application forms to their customers. The form must be made available by (1) displaying copies of the form in the preparer's office for customers who receive in-person services, and (2) providing a hyperlink to the form for customers who receive online services. The bill also outlines the responsibilities of the Department of the Treasury to enable certified volunteer tax preparers to meet the requirements of the bill.
Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.
This resolution expresses support for the designation of National Senior Fraud Awareness Day and encourages the development of policies that help prevent scams targeting older adults.
Understanding and Studying American Civics Act of 2021 or the USA Civics Act of 2021 This bill reauthorizes through FY2026 and revises the American History for Freedom grant program. The bill renames the program as the American Civics Education Program. The bill authorizes the Department of Education to award grants to institutions of higher education (IHEs) once every three years to establish or strengthen academic programs to promote American political thought and history; the history, achievements, and impact of American representative democracy and constitutional democracies globally; and the means of participation in political and civic life. Currently, these grants are awarded to IHEs for three years and are focused on traditional American history and the history and achievements of Western civilization. IHEs may use grants to support additional activities, such as collaborating with federal or state humanities programs and using open educational resources.
Teacher, Principal, and Leader Residency Access Act This bill expands the federal work-study programs at institutions of higher education (IHEs) to include work-study programs that compensate students serving in a residency program at the IHE. R esidency program refers to a school-based educator preparation program in which a prospective teacher, principal, or school leader (1) works for one academic year with a mentor teacher, principal, or other school leader; (2) receives concurrent instruction from the IHE; (3) acquires effective teaching or school leader skills; and (4) attains certification or licensure prior to completion of the program.
Stop EITC and CTC Seizures Act This bill prohibits the Department of the Treasury from reducing a taxpayer's tax refund for student loan debt to the extent that such reduction would cause the refund to be less than the sum of the earned income tax credit and the child tax credit.
US Navy SEAL SCPO Tyrone Snowden Woods Ceremony Invitee Act This bill directs the Department of State to establish policies allowing a member of a diplomatic mission to designate next-of-kin who will be invited to and entitled to attend the member's memorial service in the event of the member's death while in service of the United States. If no such designation is made, then all of the member's next-of-kin shall be invited to the memorial service.
Disaster Safe Power Grid Act of 2021 This bill requires the Department of Energy to establish within its Office of Electricity Delivery and Energy Reliability a grant program that provides incentives for electric utilities to increase the resiliency of the power grid to withstand natural disasters and reduce the risk of wildfires.
This bill revises the land claims of the Confederated Tribes of the Grand Ronde Community of Oregon. In particular, the bill specifies that only the tribe's claims to the 84 acres of land known as the Thompson Strip, rather than the tribe's claims to any lands within Oregon, are extinguished. Additionally, the bill prohibits gaming on any real property obtained by the tribe as part of a land claim settlement approved by the United States.

This bill reauthorizes through FY2030 the energy efficiency and conservation block grant program.
Local School Foods Expansion Act of 2021 This bill expands and otherwise revises a program to support state procurement of domestically grown unprocessed fruits and vegetables under the National School Lunch Program. Specifically, the bill expands the number of participating states from a maximum of 8 to a maximum of 14 and establishes additional requirements with respect to priorities, reporting, and evaluations, including with respect to socially disadvantaged populations and the program's economic impact. The bill provides funds for the program through FY2026.
