Saving Money and Accelerating Repairs Through Leasing Act or the SMART Leasing Act This bill authorizes the General Services Administration (GSA) to establish a pilot program that allows federal agencies to lease underutilized properties with GSA approval and to use the rent payments to help fund capital projects and facilities maintenance. The GSA may not enter into a lease under the pilot program unless it certifies that the lease will not have a negative impact on its mission or that of the applicable federal agency. The bill provides for a maximum of six leases under the program during each fiscal year, with a term of up to 15 years.
Puerto Rico Status Act This bill provides for a plebiscite to be held on November 5, 2023, to resolve Puerto Rico's political status. Specifically, such plebiscite shall offer eligible voters a choice of independence, sovereignty in free association with the United States, or statehood. The Puerto Rico State Elections Commission shall carry out a nonpartisan voter education campaign through traditional paid media and make available at all voting locations voter education materials related to the plebiscites, and invite national and international election observers to ensure transparency and confidence in the electoral process. All voter educational materials and ballots used to carry out this bill shall be made available in English and Spanish. The bill sets forth transition and implementation provisions for each choice offered in the plebiscite.

The Office of Management and Budget (OMB) must rescind outdated guidance and issue new guidance for the creation, maintenance, and use of covered content at agencies. Covered content means any content that is necessary for obtaining a federal benefit or service or for filing taxes or that provides information about such benefit or service; federal agency operations, policies, or guidance of material importance to, and posted publicly by, the agency; how to interact with or provide feedback to an agency regarding its operations, policies, or guidance; or how to navigate or interact with an agency website, digital service, or office. The OMB must report annually to Congress on this bill's implementation and may make such reports available on a public website. Each agency must ensure compliance. The bill incorporates plain writing requirements into statutory provisions pertaining to new websites and digital services.
This bill directs U.S. Customs Border and Protection (CBP) to establish procedures for performing repairs and maintenance projects below a certain cost threshold at federally owned ports of entry where certain activities are conducted, such as entry inspections and activities to prevent the entry of illicit drugs, agricultural pests, and contraband. One Stop Shop Community Reentry Program Act of 2022 This bill authorizes grants to support community-based reentry resources for previously incarcerated individuals who return to their communities. First, the bill authorizes the Department of Justice (DOJ) to make grants for community-based nonprofit organizations to create community reentry centers. Second, the bill authorizes DOJ to make grants for states, Indian tribes, and local governments to operate reentry services assistance hotlines.
