Agua Caliente Land Exchange Fee to Trust Confirmation Act This act takes approximately 2,560 acres of specified lands in California into trust for the benefit of the Agua Caliente Band of Cahuilla Indians. Lands taken into trust shall be part of the tribe's reservation. Further, the act prohibits gaming on the land taken into trust.
Countering Human Trafficking Act of 2021 This act provides statutory authority for the Center for Countering Human Trafficking (CCHT) within the Department of Homeland Security (DHS). The CCHT coordinates DHS efforts to combat human trafficking and the importation of goods produced with forced labor. The act requires the CCHT to develop a strategy to improve the systems and processes used throughout DHS to combat human trafficking and the importation of goods produced with forced labor. The act transfers the functions and resources of the Blue Campaign (i.e., the national public awareness effort to combat human trafficking) to the CCHT. DHS may also transfer to the CCHT any other component, directorate, or office of the department related to combating human trafficking.
Iran Hostages Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 53 hostages of the Iran Hostage Crisis (November 4, 1979-January 21, 1981) in recognition of their bravery and endurance throughout their captivity.
Great Lakes Fish and Wildlife Restoration Reauthorization Act of 2022 This act reauthorizes through FY2028 the Great Lakes Fish and Wildlife Restoration Act of 1990.
This act designates the facility of the United States Postal Service located at 226 North Main Street in Roseville, Ohio, as the Ronald E. Rosser Post Office.
This act designates the facility of the United States Postal Service located at 82422 Cadiz Jewett Road in Cadiz, Ohio, as the John Armor Bingham Post Office.
This act designates the facility of the United States Postal Service located at 275 Penn Avenue in Salem, Ohio, as the Howard Arthur Tibbs Post Office.
Safeguard Tribal Objects of Patrimony Act of 2021 This act prohibits the exportation of Native American cultural items and archaeological resources that were illegally obtained; provides for the return of such items, including voluntary returns; and establishes and increases related criminal penalties. Specifically, the act makes it a federal crime to export, attempt to export, or otherwise transport from the United States Native American cultural items and archaeological resources without obtaining an export certification. U.S. Customs and Border Protection must detain any item requiring an export certification that does not have one. The act requires the Department of the Interior and the Department of State to each designate a liaison to facilitate and hold trainings and workshops on the voluntary return of human remains and cultural items. Additionally, Interior must refer individuals and organizations to Indian tribes and Native Hawaiian organizations to facilitate the voluntary return of human remains and cultural items; convene an interagency working group; and convene a Native working group consisting of representatives of Indian tribes and Native Hawaiian organizations to provide advice on issues concerning the return of, and illegal trade in, human remains and cultural items. The act also increases the maximum criminal penalties for violating the Native American Graves Protection and Repatriation Act. In particular, the act increases from 5 years to 10 years the maximum prison term for an individual convicted of a second or subsequent violation of selling, purchasing, using for profit, or transporting for sale or profit human remains or cultural items that were illegally obtained.
This act directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.
Early Hearing Detection and Intervention Act of 2022 This act reauthorizes through FY2027 various activities carried out by the Health Resources and Services Administration, the Centers for Disease Control and Prevention, and the National Institute on Deafness and Other Communication Disorders that support screening and early intervention services for newborns, infants, and young children who are deaf or hard of hearing. The Government Accountability Office must also conduct a study of state early hearing detection and intervention programs, including with respect to disparities in accessing the programs.
Community Disaster Resilience Zones Act of 2022 This act requires the President to continue to maintain a natural hazard assessment program that develops and maintains publicly available products to show the risk of natural hazards across the United States. Such products shall show the risk of natural hazards and include ratings and data for loss exposure, social vulnerability, community resilience, and any other element determined by the President. The President shall (1) review the underlying methodology of any product that is a natural hazard risk assessment and receive public input on the methodology and data used for the product, and (2) consider including additional data in any product that is a natural disaster hazard risk assessment. Additionally, the President must conduct such reviews to evaluate and update the assessments at least every five years. Using the reviewed assessments, the President must periodically identify and designate community disaster resilience zones (CDRZs), which shall be (1) the 50 census tracts assigned the highest individual hazard risk ratings; and (2) in each state, not less than 1% of census tracts that are assigned a high individual risk rating, taking into consideration specified geographic balance. The President may provide financial, technical, or other assistance to an eligible entity (a state, Indian tribal government, or local government) that plans to perform a resilience or mitigation project within, or that primarily benefits, a CDRZ.
This act repeals a provision of the Post-Katrina Emergency Management Reform Act of 2006 that requires the Department of Homeland Security to promulgate regulations to minimize the excessive use by contractors of subcontractors or tiers of subcontractors to perform the principal work of any contract for facilitating response to or recovery from a natural or man-made disaster.
