S 3209: NOPAIN for Veterans Act

S 3209, the NOPAIN for Veterans Act, requires the Department of Veterans Affairs (VA) to include non-opioid pain medications in its national formulary for veterans. The bill defines "non-opioid pain management drugs" as FDA-approved treatments for acute pain that don't use opioid receptors. The VA must add these drugs within one year of FDA approval or eligibility for payment under federal health programs, whichever comes first. This policy change directly affects veterans receiving VA pain management care by expanding access to non-opioid options, while prohibiting use of the Cost of War Toxic Exposures Fund to implement this provision.

S 3204: Preventive Health Savings Act

This bill requires the Congressional Budget Office (CBO) to identify and report long-term budget savings from preventive health care measures in proposed legislation. If the CBO determines that a bill would reduce future federal spending through preventive health interventions (like evidence-based screenings or wellness programs), it must include those savings in its budget estimates. The bill defines "preventive health care" broadly as actions focused on preventing disease through proven, evidence-based methods. These savings estimates would be supplementary only and could not be used to meet budget enforcement rules under current law. The bill directly affects how federal budget analysts and lawmakers evaluate the fiscal impact of health-related legislation.

SRES 501: A resolution recognizing National Native American Heritage Month and celebrating the heritages and cultures of Native Americans and the contributions of Native Americans to the United States.

SRES 501 is a ceremonial Senate resolution recognizing November 2025 as National Native American Heritage Month. It encourages the American public to observe the month through programs and activities that celebrate Native American cultural contributions, heritage, and history. S 3178: A bill to require the Secretary of Housing and Urban Development and the Secretary of Agriculture to withdraw a final determination relating to energy efficiency standards for housing, and for other purposes.

S 3178 requires the Housing and Urban Development (HUD) and Agriculture Secretaries to withdraw a specific energy efficiency rule for HUD- and USDA-financed housing. It prevents these agencies (and also the Veterans Affairs and Federal Housing Finance Agency) from implementing or enforcing that rule or similar standards, mandating a return to pre-existing energy efficiency requirements for covered housing programs. The bill also updates a provision to allow states with energy efficiency codes meeting or exceeding the withdrawn standard (at least 26 states) to continue using them. This directly affects federal housing agencies and the housing projects they fund.

HR 5942: National Cemetery Access Act

The National Cemetery Access Act (HR 5942) requires national cemeteries managed by the Department of Defense, the Department of Veterans Affairs, or the National Park Service to be open to the public on all federal holidays specified in 5 U.S.C. § 6103(a), such as New Year's Day and Independence Day. This directly affects veterans' families and the public who visit these sites on those holidays, ensuring consistent access without closures. The bill mandates standard opening hours on designated federal holidays but does not change the list of holidays or create new benefits.

S 3012: Shutdown Fairness Act

Shutdown Fairness Act This bill provides appropriations to pay federal employees who work during a government shutdown. Specifically, the bill provides appropriations for federal agencies to provide standard rates of pay, allowances, pay differentials, benefits, and other payments to excepted employees for work performed during any period in which interim continuing appropriations or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown). An excepted employee is an employee who is required to work during a government shutdown. Under current law, excepted employees are not paid until the government shutdown is over. This bill provides appropriations to pay excepted employees during a government shutdown. The bill also specifies that the term  excepted employee includes certain contractors who support federal employees during a government shutdown and members of the Armed Forces who are on active duty.  A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying excepted employees of the agency. The bill must take effect as if it had been enacted on September 30, 2025.

SRES 482 is a ceremonial Senate resolution recognizing November 3-7, 2025, as "National Veterans Small Business Week." It does not create new laws or policies but formally acknowledges veteran-owned small businesses, which employ nearly 3.3 million people and generate over $952 billion in annual sales. The resolution expresses support for these businesses and appreciation for veterans' entrepreneurship, while highlighting the Senate Committee on Small Business and Entrepreneurship’s annual observance of this week. It has no direct impact on regulations, funding, or veteran business operations.

S 572: Shadow Wolves Improvement Act

The Shadow Wolves Improvement Act (S 572) updates the Shadow Wolves Program within U.S. Immigration and Customs Enforcement (ICE) to improve staffing, recruitment, and program expansion. It requires ICE to define the program’s mission with tribal partners (including the Tohono O'odham Nation), set staffing targets for special agents, and create a 180-day strategy with measurable goals for retention and recruitment. The bill mandates that current tactical officers receive detailed information about reclassifying as special agents, including pay, training, and eligibility changes, and establishes a plan to fill vacancies from retirements. It also directs ICE to develop criteria for expanding the program to additional tribal lands and requires a congressional report on implementation progress within one year.

HR 5874: Firearm Access During Shutdowns Act

This bill ensures that critical firearm-related government operations continue during federal shutdowns. It designates background checks (via the FBI's National Instant Criminal Background Check System), Bureau of Alcohol, Tobacco, Firearms and Explosives enforcement, and firearm export licensing (handled by Commerce and State Departments) as essential services that must remain operational. These functions would be treated as "excepted" under federal law, meaning their employees would continue working even if other government services halt. The bill affects how background checks and firearm export licenses are processed during shutdowns but does not change gun ownership laws or eligibility.

S 3077: Safer Supervision Act of 2025

Senate Bill 3077, the Safer Supervision Act of 2025, would reform federal supervised release by requiring courts to make individualized assessments about whether to impose supervision and for how long, rather than automatically applying it. The bill establishes a presumption for early termination of supervised release after defendants serve 50% of their term (or 66.6% for certain offenses), provided they've demonstrated good conduct, compliance, and early termination won't jeopardize public safety. It also modifies probation officer compensation to match criminal investigators' pay, expands opportunities for prisoners not sentenced to supervised release to earn early release through time credits, and requires a GAO study on federal post-release supervision and reentry services. These changes aim to reduce probation officer caseloads, encourage rehabilitation, and better align supervision with public safety needs.

S 3002: Pay Our Military Act of 2025

This bill ensures military personnel and their support staff continue receiving pay during government funding gaps in fiscal year 2026. It authorizes funds from the Treasury to cover pay and allowances for active-duty service members, reserves, military support civilians (including Coast Guard staff), and qualifying contractors if regular budget appropriations aren't approved. The funding remains available until the earliest of: a new budget passing, a continuing resolution without this funding, or January 1, 2027. It directly affects all active-duty military, reserve components, and civilian/contractor support staff within the Department of Defense and Coast Guard.

SRES 475: A resolution designating November 1, 2025, as "National Bison Day".

SRES 475 is a symbolic Senate resolution designating November 1, 2025 (the first Saturday of November) as "National Bison Day." It directly affects all Americans by officially recognizing this date for public observance. The resolution acknowledges bison's historical, cultural, and economic significance, particularly to Native American tribes and rural communities, and builds on an existing annual tradition celebrated since 2012. The Senate encourages the public to observe the day with appropriate ceremonies and activities, though the resolution contains no new laws or funding.
