Carbon Capture Modernization Act This bill modifies sequestration and other requirements for the qualifying advanced coal project tax credit.
Fair Access to Banking Act This bill restricts certain banks, credit unions, and payment card networks from refusing to do business with a person who is in compliance with the law. Restrictions include prohibiting the use of certain lending programs, initiating the process of terminating an institution's depository insurance, and instituting specified civil penalties.
This resolution supports the designation of a National FFA Week. It also (1) recognizes the important role of the National FFA Organization (Future Farmers of America) in developing the next generation of leaders who will change the world, and (2) celebrates 50 years of National FFA alumni and supporters.
Death Tax Repeal Act of 2021 This bill repeals the estate and generation-skipping transfer taxes. It also makes conforming amendments related to the gift tax.
Universal Giving Pandemic Response and Recovery Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2021 or 2022 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.
Guidance Out Of Darkness Act or the GOOD Act This bill establishes requirements concerning the posting of agency guidance documents. Specifically, an agency must publish guidance documents online on the dates they are issued, publish all of its guidance documents that are in effect in a single location on a designated website, display a hyperlink on its website that provides access to the guidance documents on such website, and indicate on such website if a guidance document has been rescinded. The documents must be categorized as guidance documents and further divided into subcategories.
TRICARE Reserve Select Improvement Act This bill expands TRICARE Reserve Select eligibility to include members of the Selected Reserve who are enrolled or eligible to enroll in the Federal Employees Health Benefits Program.

Ports-to-Plains Highway Act of 202 1 This bill expands and designates certain route segments on the National Highway System. Specifically, the bill (1) designates the portion of the Heartland Expressway (relating solely to the portion from Limon, Colorado to Interstate Route I-76 in the vicinity of Brush, Colorado) and the Ports-to-Plains Corridor as future parts of the Interstate System; and (2) permits the continued operation of vehicles on any segment of the Heartland Expressway (relating solely to the portion from Limon, Colorado to I-76 in the vicinity of Brush, Colorado) and the Ports-to-Plains Corridor that is designated as a route on the Interstate System in Texas, Oklahoma, Colorado, and New Mexico, without regard to vehicle weight limitation requirements.
Prevent Interruptions in Physical Therapy Act of 2021 This bill allows a physical therapist to receive payment under Medicare for services provided to the physical therapist's patients by another physical therapist through a qualifying temporary arrangement, regardless of the geographic area or population served. Currently, physical therapists may only receive payment with respect to such arrangements for services provided in medically underserved, rural, or health professional shortage areas.
This joint resolution proposes an amendment to the Constitution to require that the Supreme Court consist of nine Justices.
Keeping Critical Connections Act of 2021 This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.
