Deterring Communist Chinese Aggression against Taiwan through Financial Sanctions Act of 2022 This bill requires sanctions and other actions if China's government makes any attempt to subject Taiwan to China's control, including by invading Taiwan's territory. If China's government makes such an attempt, the bill requires certain actions, including (1) the imposition of sanctions against Chinese nationals, citizens, and entities that participate in the attempt; and (2) a prohibition against trading in the securities of Chinese entities on national securities exchanges.

S 2433: Federal Land Asset Inventory Reform Act of 2021

Federal Land Asset Inventory Reform Act of 2021 This bill directs the Department of the Interior and the Forest Service to develop and maintain a current and accurate multipurpose cadastre (inventory) of federal real property under their jurisdictions to support federal land management activities on federal real property, including resource development and conservation and agricultural use. Interior and the Forest Service shall report on (1) existing real property inventories or any components of any cadastre of federal real property, (2) consolidation of inventories and components, (3) the use of existing inventories and components of any cadastre, (4) cost savings that will be achieved, (5) a plan for implementation of this bill, and (6) recommendations for legislation. Interior and the Forest Service shall (1) make the multipurpose cadastre publicly available on the Internet; and (2) ensure that such cadastre includes the identification of all lands suitable for disposal and the appraised value of the land, if an appraisal has been conducted pursuant to the Federal Land Policy and Management Act of 1976.

SCONRES 30: A concurrent resolution expressing the sense of Congress that the United Nations should take immediate procedural actions necessary to amend Article 23 of the Charter of the United Nations to remove the Russian Federation as a permanent member of the United Nations Security Council.

This concurrent resolution condemns Russia's invasion of Ukraine and its ongoing support of proxy militias in the region. The concurrent resolution also states that these actions pose a direct threat to international peace and security and run contrary to Russia's responsibilities and obligations as a permanent member of the U.N. Security Council. The concurrent resolution urges the President to direct the U.S. representative to the United Nations to use the voice, vote, and influence of the United States to take all necessary steps to remove Russia as a permanent member of the U.N. Security Council. Finally, the concurrent resolution urges other member states to support such efforts to hold Russia accountable at the United Nations.

S 3711: A bill to ensure that no cost reduction or cash refund is due under certain transportation cost-reimbursement contracts on the basis of the forgiveness of certain covered loans, and for other purposes.

This bill exempts until June 30, 2025, certain contractors that receive federal highway or public transportation funding from having to adjust costs associated with their contracts to account for loan forgiveness through the Paycheck Protection Program (PPP). (The PPP provided small businesses with loans for payroll and other costs to respond to the COVID-19 emergency with loan forgiveness under certain conditions.) Under current law, a contractor with a cost-reimbursable contract must reduce costs or provide cash refunds to the Department of Transportation (or a state department of transportation) if the contractor receives or accrues any income, rebate, allowance, or other credit relating to an allowable contract cost, which includes PPP loan forgiveness.

HR 6876: Ukraine Democracy Defense Lend-Lease Act of 2022

Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government to help bolster Ukraine's defense capabilities and protect its civilians from a potential Russian military invasion. For FY2022 and FY2023, an agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including (1) a requirement that prohibits a loan period from exceeding five years, (2) a requirement that the United States may recall the loaned defense article at any time, (3) a requirement that the receiving party has agreed to pay the United States all costs incurred in leasing the defense article, and (4) a provision that allows Congress to prohibit certain transfers of defense articles upon the enactment of a joint resolution. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

S 3674: Portable Benefits for Independent Workers Pilot Program Act

Portable Benefits for Independent Workers Pilot Program Act This bill requires the Department of Labor to award grants for FY2022, on a competitive basis, to states, local governments, or nonprofit organizations to support broad innovation and experimentation with respect to portable benefits. Portable benefits are work-related benefits that are provided to workers who are not traditional full-time employees in a manner that allows the worker to maintain the benefits upon changing jobs. The grants must be used for (1) the evaluation, or improvement to the design or implementation, of existing models or approaches for providing portable benefits; or (2) the design, implementation, and evaluation of new models or approaches for providing such benefits. The grants may not be used for a model or approach that provides only retirement-related benefits. The Government Accountability Office must evaluate and report to Congress on the outcome of the grants awarded pursuant to this bill.

S 3657: A bill to require the Director of National Intelligence to provide notification to Congress of abandoned United States military equipment used in terrorist attacks.

This bill requires the Office of the Director of National Intelligence to report to Congress if an intelligence community element determines that U.S. military equipment left unsecured in Afghanistan, Iraq, or Syria has been used in a terrorist attack against the United States, U.S. allies or partners, or local populations. The report must be submitted no later than 30 days after the intelligence community determination.
