S 978: Flexible Financing for Rural America Act of 2021

Flexible Financing for Rural America Act of 202 1 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.

S 1006: Stopping Overdoses of Fentanyl Analogues Act

Stopping Overdoses of Fentanyl Analogues Act This bill adds five fentanyl analogues and the entire category of fentanyl-related substances to schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act.

S 975: Securing America's Clean Fuels Infrastructure Act

Securing America's Clean Fuels Infrastructure This bill extends the tax credit for alternative fuel vehicle refueling property through 2029. It also increases the allowable amount of such credit from $30,000 to $200,000 for any single item of refueling property.

S 1007: A bill to require that certain aliens receive written notice of removal proceedings before being granted parole or released from detention and to enumerate the possible consequences for failing to attend such proceedings.

This bill increases the penalties for an alien who fails to appear at a removal proceeding and modifies related procedures. Currently, an alien who misses a required removal proceeding shall be ordered removed from the United States if U.S. Immigration and Customs Enforcement proves that the alien had received written notice to appear at the removal proceeding. If an alien in Department of Justice or Department of Homeland Security custody is required to attend a removal proceeding, this bill requires DOJ or DHS to issue such a written notice to the alien before removing or paroling that alien from its custody. Furthermore, under this bill, an alien who fails to attend a required removal proceeding after receiving written notice shall lose any immigration status or benefit the alien may have, absent exceptional circumstances.

S 1024: Healthcare Workforce Resilience Act

Healthcare Workforce Resilience Act This bill makes previously unused immigrant visas available to nurses and physicians who petition for such a visa before the date that is 90 days after the end of the declared national emergency relating to the COVID-19 (i.e., coronavirus disease 2019) outbreak. The number of visas available shall be the total number of unused employment-based immigrant visas from FY1992-FY2020, up to 40,000. Of such visas, 25,000 shall be reserved for nurses and 15,000 for physicians. Certain family members may accompany the principal beneficiary of a visa provided under this bill, and visas for such family members shall (1) be made available from the unused visas from FY1992-FY2020, and (2) not be counted against the 40,000 cap. Visas provided under this bill shall be exempt from per-country limitations.

HR 1156: Facilitating DIGITAL Applications Act

Facilitating the Deployment of Infrastructure with Greater Internet Transactions And Legacy Applications Act or the Facilitating DIGITAL Applications Act This bill requires the National Telecommunications and Information Administration (NTIA) to submit a report every 60 days describing whether the Department of the Interior and the Department of Agriculture have established online portals for the acceptance, processing, and disposal of a Form 299, as well as any barriers to the establishment of such portals. Form 299 is the application form for the right to install, construct, modify, or maintain a communications facility on federal real property. Both departments shall notify the NTIA not later than three business days after establishing their online portals.

HR 1145: To direct the Secretary of State to develop a strategy to regain observer status for Taiwan in the World Health Organization, and for other purposes.

This bill directs the Department of State to include additional information in its annual reports concerning Taiwan's participation at the World Health Organization's World Health Assembly (WHA) as an observer. The report shall describe changes and improvements to the State Department's plan to support Taiwan's observer status at the WHA, following any meetings at which Taiwan did not participate under such status. (China has opposed Taiwan's participation in the WHA.)

HR 1047: Rural Broadband Permitting Efficiency Act of 2021

Rural Broadband Permitting Efficiency Act of 2021 This bill authorizes federal departments to delegate federal environmental compliance for broadband projects to states and Indian tribes. Specifically, the bill requires the Department of Agriculture (USDA) and the Department of the Interior to establish a voluntary program whereby states or Indian tribes may opt-in to an agreement allowing them to take on the responsibility of environmental review for the permitting of broadband projects. Such projects must be located within an operational right-of-way (all real property interests acquired for the construction or operation of a project) on (1) national forest system land, (2) land managed by Interior, or (3) Indian lands. USDA and Interior shall also establish broadband permit streamlining teams to coordinate and expedite permitting decisions for broadband projects.

HR 1049: To require the Assistant Secretary of Commerce for Communications and Information to establish an interagency strike force to increase prioritization by the Department of the Interior and Department of Agriculture by senior management of the Department of the Interior and Department of Agriculture, or an organizational unit of reviews for communications use authorizations.

Expediting Federal Broadband Deployment Reviews Act This bill requires the National Telecommunications and Information Administration to establish an interagency strike force to increase specified agencies' prioritization of reviews for communications use authorizations on federal property. A communications use authorization is an easement, right-of-way, lease, license, or other authorization to locate or modify a communications facility on certain public land.

SRES 99: A resolution observing the 10th anniversary of the uprising in Syria.

This resolution observes the 10th anniversary of the Syrian uprising wherein hundreds of Syrians assembled to call on their leadership for democratic reforms and respect for their fundamental freedoms. Further, the resolution commends the bravery of Syrian human rights defenders, affirms U.S. policy with respect to Syria, and calls on the United States to reinvigorate diplomatic efforts to resolve the conflict in Syria and to expand humanitarian aid to the Syrian people.

HRES 266: Expressing appreciation and recognition for President Trump and the Trump administration for the creation of Operation Warp Speed and the historic development of a COVID-19 vaccine.

This resolution recognizes the efforts of the Trump Administration and Operation Warp Speed in the development of the COVID-19 (i.e., coronavirus disease 2019) vaccine. Operation Warp Speed is an interagency partnership that coordinates federal efforts to accelerate the development, acquisition, and distribution of medical countermeasures for COVID-19.

S 959: Secure and Protect Act of 2021

Secure and Protect Act of 2021 This bill makes changes to the handling of unaccompanied alien children and asylum applications. The Flores settlement (a court settlement imposing conditions on the treatment of detained alien minors) shall not restrict any activities. The Department of Homeland Security (DHS) shall have sole discretion as to detention standards of alien minors. Statutory provisions governing the handling of unaccompanied alien children from U.S.-bordering countries shall now govern all unaccompanied alien children. The bill provides for requirements relating to the handling of such alien children. Certain immigration officer determinations relating to unaccompanied alien children shall be unreviewable. DHS may detain accompanied alien children pending the completion of removal proceedings (some courts have ruled that Flores limits the detention of certain alien children to 20 days). States may not impose licensing requirements for family detention facilities. An unaccompanied alien child shall not be released from custody while immigration or removal proceedings are pending, with some exceptions. The bill limits asylum eligibility to aliens entering the United States at a designated port of entry and provides for additional grounds for asylum ineligibility. A credible fear of persecution is redefined to mean that it is more likely than not that the alien would be able to establish eligibility for asylum. The Department of State shall establish refugee application and processing centers in Mexico and Central America. The bill requires the hiring of additional immigration judges, support staff, and U.S. Immigration and Customs Enforcement attorneys.
