HR 4324: National Community Violence De-Escalation Training Act of 2021

National Community Violence De-Escalation Training Act of 2021 This bill establishes and expands grant programs for training on de-escalating violence and crisis situations involving individuals with behavioral health issues. Specifically, the Substance Abuse and Mental Health Services Administration (SAMHSA) must award grants to state and local governments, educational institutions, nonprofits, faith institutions, or small businesses for community-based training to de-escalate and avoid violence. As part of this grant program, SAMHSA must also establish an advisory board and develop relevant training standards. The training funded by the grants must apply evidence-based de-escalation and avoidance techniques to potentially violent scenarios that are regularly encountered by community members, including public safety officers, public transit operators, educators, and faith leaders. Additionally, the training must address implicit bias, crisis interventions for those experiencing mental health or substance use issues, and other specified topics. The bill also expands and extends through FY2027 mental health awareness training grants.

HR 4311: Medicare Dental, Vision, and Hearing Benefit Act of 2021

Medicare Dental, Vision, and Hearing Benefit Act of 2021 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.

HRES 519: Amending the Rules of the House of Representatives to require the chair of a select commission established in the legislative branch to report each line item expense to the Clerk of the House of Representatives, and for other purposes.

This resolution requires, no later than 60 days after a select commission is established in the legislative branch, and every 30 days afterwards, the chair of the commission to submit to the Clerk of the House a report that, for each line item expense incurred by the commission to carry out the duties of that commission documents the date and amount of each outlay, and includes a copy of the receipt for each outlay. The Clerk shall make such information received with respect to the budget outlays of a select commission available to the public on a government website in a searchable, sortable, and downloadable format as soon as possible after it is received.

No Red and Blue Banks Act This bill prohibits the General Services Administration from awarding a contract to a bank or savings association insured by the Federal Deposit Insurance Corporation if the institution avoids doing business with companies based solely on social policy considerations.

HR 4340: PFAS Exposure Assessment and Documentation Act

PFAS Exposure Assessment and Documentation Act This bill requires the Department of Defense (DOD) to include in various health evaluations an assessment of whether a member of the Armed Forces has been exposed to perfluoroalkyl or polyfluoroalkyl substances, commonly referred to as PFAS. Specifically, the bill requires DOD to ensure that any periodic health assessment, physical assessment for recently separated members, pre-deployment medical examination, post-deployment medical examination, and post-deployment health reassessment provided to a member of the Armed Forces includes an evaluation of whether the member has been exposed to PFAS or was based or stationed at a military installation with a known or suspected release of PFAS during the period the member was there. If any of the evaluations result in a positive determination of potential exposure to PFAS, DOD must provide blood testing during the evaluation to be included in the member's health record. DOD must pay for blood testing to determine and document potential exposure to PFAS for former members of the Armed Forces or family members of such members who lived at a location identified by DOD as having a known or suspected PFAS release during the time the individuals lived there. DOD must share results of the evaluations with the Department of Veterans Affairs and establish a registry of members of the Armed Forces who have been exposed to, or suspected to have been exposed to, PFAS. Members may elect to be excluded from the registry.

HR 4332: Safe Schools Improvement Act of 2021

Safe Schools Improvement Act of 2021 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit bullying and harassment of elementary and secondary school students. In particular, these policies must prohibit bullying and harassment based on race, color, national origin, sex, sexual orientation, gender identity, disability, or religion. Further, LEAs must provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct and report on an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics must collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

HR 4292: COVID–19 and Pandemic Response Centers of Excellence Act

COVID-19 and Pandemic Response Centers of Excellence Act This bill establishes and provides funding for the COVID-19 and Pandemic Response Centers of Excellence Program Fund. The Department of Health and Human Services (HHS) must use the funds to set up at least 10 centers of excellence at academic medical centers to address issues associated with COVID-19 and future pandemic preparedness and response efforts. In addition, HHS must establish an advisory committee comprised of representatives from relevant federal agencies, each center of excellence, and national organizations that work with populations disproportionately impacted by COVID-19 and other health disparities. The committee must facilitate collaboration, information-sharing, and dissemination of best practices relating to COVID-19 and future pandemic responses.

HR 3428: SNAP Reform Act of 2021

SNAP Reform Act of 2021 This bill modifies eligibility under the Supplemental Nutrition Assistance Program (SNAP) with respect to individuals who receive other forms of assistance. Currently, households may be considered categorically eligible for SNAP if all members receive certain other assistance, such as under the Temporary Assistance for Needy Families (TANF) program. The bill specifies that members receiving TANF assistance must (1) receive at least $150 a month in cash assistance under TANF for an extended period with an income of up to 130% of the federal poverty level (FPL), or (2) be elderly or disabled and receive cash assistance or ongoing and substantial services under TANF with an income of up to 200% of the FPL. The bill also increases the maximum allowable resources for SNAP eligibility and specifies that certain allowances relating to energy assistance extend only to households with elderly members.
