SRES 281: A resolution recognizing the 25th anniversary of the Foundation for the National Institutes of Health and its critical role in America's biomedical research strategy by advancing biomedical research and the mission of the National Institutes of Health, the world's premier biomedical research agency.

This resolution celebrates the 25th anniversary of the Foundation for the National Institutes of Health and recognizes its role in supporting the research and mission of the National Institutes of Health (NIH). The foundation was established by Congress as a nonprofit organization to facilitate research at the NIH by raising private funds and creating public-private partnerships.

S 2164: Lower Costs, More Cures Act of 2021

Lower Costs, More Cures Act of 2021 This bill establishes and modifies several programs and requirements to address prescription drug prices, particularly in relation to Medicare and Medicaid. Among other changes, the bill requires the Centers for Medicare & Medicaid Services to publish certain information, as reported by pharmacy benefit managers (PBMs), relating to generic dispensing rates, drug discounts and rebates, and payments between PBMs, health plans, and pharmacies; caps annual out-of-pocket spending under the Medicare prescription drug benefit; allows prescription drug plan sponsors under the Medicare prescription drug benefit to offer additional plans in a region; establishes requirements under the Medicaid Drug Rebate Program for certain gene therapies for which prices are indexed to achieved outcomes; and establishes the position of Chief Pharmaceutical Negotiator in the Office of the U.S. Trade Representative.

S 2163: VA FOIA Reform Act of 2021

VA FOIA Reform Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish and implement a plan for reducing its backlog of requests under the Freedom of Information Act (FOIA). The VA must request that the Office of Government Information Services of the National Archives and Records Administration conduct an assessment of the VA's compliance with FOIA. Finally, the VA must submit an annual report on its FOIA compliance efforts and make such reports available on its website.

HR 4044: VOTE Act

Vote Outcome Transparency in Elections Act or the VOTE Act This bill establishes certain requirements for counting ballots in federal elections. Specifically, the bill requires the appropriate state or local election official, within one hour after the closure of a polling place on election day, to submit a report to the chief state election official. The report must document (1) the total number of voted ballots in the possession of the state or local official, and (2) the total number of voted ballots that have been tabulated for the election. Within one hour after the closure of polling places on election day, the chief state election official must (1) submit a final report to the chief executive of the state, and (2) make the final report publicly available on a government website. The bill also requires each state and local jurisdiction to ensure that voted ballots delivered by postal mail are postmarked, signed, or otherwise indicated as delivered by the U.S. Postal Service.

HR 2372: Presumptive Benefits for War Fighters Exposed to Burn Pits and Other Toxins Act of 2021

Presumptive Benefits for War Fighters Exposed to Burn Pits and Other Toxins Act of 2021 This bill establishes a presumption of service-connection for specified diseases associated with exposure to burn pits (an area used for burning solid waste in open air without equipment) and other toxins by veterans who were awarded specified medals on or after August 2, 1990. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, if the Department of Veterans Affairs (VA) receives a written petition to add a disease to the list, the VA must request a determination by the National Academies of Sciences, Engineering, and Medicine with respect to whether there is a positive association between the exposure of humans to a covered toxin and the occurrence of the disease in humans. The bill makes disability or death of certain employees from specified diseases compensable as a work injury. Specifically, such employees are those who were employees of the Department of State, the Department of Defense, or an element of the intelligence community on or after August 2, 1990, and carried out job responsibilities for at least 30 days during a contingency operation.

S 2139: International Cy­ber­crime Prevention Act

International Cybercrime Prevention Act This bill makes changes to the federal statutory framework commonly known as the Computer Fraud and Abuse Act, which criminalizes various categories of computer-related conduct by individuals who act without authority or in excess of authorization. The bill broadens the scope of prohibited conduct and expands federal enforcement authorities with respect to existing computer fraud and abuse offenses. The bill also creates a new, related criminal offenses for aggravated damage to a critical infrastructure computer and trafficking in botnets.

HR 2840: Puppy Protection Act of 2021

Puppy Protection Act of 2021 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

HR 4005: To direct the Director of the Cybersecurity and Infrastructure Security Agency to establish a School Cybersecurity Improvement Program, and for other purposes.

Enhancing K-12 Cybersecurity Act This bill establishes resources and a program to address cybersecurity of elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an information exchange to disseminate information, best practices, training, and resources to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track cyber incidents affecting information technology systems that are owned or managed by schools and educational agencies. Schools and educational agencies may voluntarily submit information to the registry. Finally, the bill requires CISA to establish a program to address cybersecurity threats to school information systems.

Telling Everyone the Location of data Leaving the U.S. Act or the TELL Act This bill requires online sellers or distributors of mobile applications that maintain and store information in China to conspicuously disclose to users that such information is stored in China and whether the information is accessible by the Chinese Communist Party or a Chinese state-owned entity.
