This resolution supports the designation of National Clean Energy Week.
No Corrupt Racist Training Act or the No CRT Act This bill directs the Department of Education to make grants to parents of eligible students for certain education-related expenses. Eligible student refers to a student who (1) is served by a local educational agency that, for the 2021-2022 school year, teaches or advances certain curricula or other activities related to race; and (2) is from a household with a household income that is less than 250% of the reduced-price lunch rate income. Grant funds may be used for tuition and fees for private elementary or secondary schools, private tutoring, home school expenses, or educational materials.
Masks Off Act This bill directs the Department of Education to make grants to parents of eligible students for certain education-related expenses. Eligible student refers to a student who (1) is served by a local educational agency that required students to wear face masks during in-person instruction for the 2021-2022 school year, and (2) is from a household with a household income that is less than 250% of the reduced-price lunch rate income. Grant funds may be used for tuition and fees for private elementary or secondary schools, private tutoring, home school expenses, or educational materials.
Pride in Patent Ownership Act This bill requires disclosure of certain patent-related information, including information about ownership and funding. Under the bill, if a foreign or domestic governmental entity provides funding for fees related to a patent application or for paying an attorney (or patent agent) to prosecute the patent application, the application must disclose the amount and source of such funding. Similarly, if any governmental entity provides funding for paying a patent's maintenance fees or for paying an attorney (or patent agent) to submit such maintenance fees, the patent owner must submit a statement disclosing the amount and source of such funding. The bill also requires patent owners to record information about the ownership of a patent with the U.S. Patent and Trademark Office (USPTO). Patent owners must also update this information when certain rights or interests in the patent have been conveyed to another individual or entity. A patent owner may not receive increased monetary damages for infringement of that patent that occurred while the owner was out of compliance with this ownership information recordation requirement. The USPTO must make this ownership information publicly available.
Taskforce Recommending Improvements for Unaddressed Mental Perinatal & Postpartum Health for New Moms Act of 2021 or the TRIUMPH for New Moms Act of 2021 This bill temporarily establishes within the Department of Health and Human Services the Task Force on Maternal Mental Health. The task force must develop a national strategy for maternal mental health and report on best practices, policies, and programs to prevent, screen for, diagnose, treat, and reduce disparities in maternal mental health conditions. The report must identify opportunities for state- and local-level partnerships to address maternal mental health, and the task force must share those opportunities with state governors.
No Support for Terror Act This bill establishes measures to prevent the allocation or use of certain funds to support genocide or terrorism. Specifically, the bill requires the Department of the Treasury to instruct the U.S. Executive Director at the International Monetary Fund (IMF) to oppose the allocation of Special Drawing Rights (a currency support tool) to any country that is a perpetrator of genocide or a state sponsor of terrorism and to advocate that the IMF adopt a rule prohibiting such allocation. Further, the bill requires Treasury, the Department of State, and the U.S. Agency for International Development to jointly review and report on assistance provided to nongovernmental organizations and international organization to ensure such assistance is not being provided to the Taliban or other terrorist organizations. Each prime awardee of this assistance must provide evidence that all subawardees are complying with U.S. anti-terrorism financing laws.
Disaster Assistance Equity Act of 20 21 This bill makes common interest communities, such as housing cooperatives (co-ops) and condominiums, eligible for the same assistance from the Federal Emergency Management Agency (FEMA) as other homeowners. Specifically, the bill adds definitions of residential common interest community, condominium, and housing cooperative to the Robert T. Stafford Disaster Relief and Emergency Assistance Act; requires FEMA to issue rules for the removal of debris or wreckage from real estate owned by a residential common interest community resulting from a major disaster and deems such removal to be in the public interest when a state or local government determines in writing that such debris or wreckage constitutes a threat to life, public health or safety, or the economic recovery of such community; and provides for the repair of essential common elements of a condominium or co-op damaged by a disaster under FEMA's Federal Assistance to Individuals and Households Program.
Fly Vets Act This bill adjusts requirements related to utilizing Department of Veterans Affairs educational assistance for flight training purposes, including by removing the requirement that an individual must possess a valid private pilot certificate and meet certain medical requirements to utilize such assistance. Individuals enrolled in a program of education at an institution of higher learning in which flight training is required may elect to receive accelerated payments of tuition and fees if they also elect to receive educational counseling. The bill also specifies the calculation and determination of such fees, as well as the calculation of available entitlement in cases of accelerated payments.
Greater Accountability from Lawmakers for Americans Resolution or the GALA Resolution This resolution amends the House Rules to prohibit a Member of Congress, Delegate, Resident Commissioner, officer, or employee of the House from accepting free attendance at a charity event if the value of free attendance exceeds $1,000 unless attendance is appropriate to the performance of the official duties or representative function of the person attending. A Member, Delegate, Resident Commissioner, officer, or employee of the House who accepts free attendance that is appropriate to the performance of official duties must submit a statement to the House Ethics Committee prior to attending that explains why attendance is appropriate.
U.S.-Israel Military Technology Cooperation Act This bill modifies the required actions of the United States-Israel Defense Acquisition Advisory Group and requires the establishment of the United States-Israel Operations-Technology Working Group to address such operations and technology matters required of the group.
2020 WHIP+ Reauthorization Act This bill expands disaster indemnity programs through which the Department of Agriculture provides payments to agricultural producers for crop and milk losses resulting from hurricanes, wildfires, and other qualifying natural disasters. In particular, the bill extends the Wildfire and Hurricane Indemnity Program Plus (WHIP+), the On-Farm Storage Loss Program, and the Milk Loss Program to make losses that occurred in the 2021 and 2022 calendar years eligible for payments. Under current law, these programs provide disaster payments to agricultural producers with crop and milk losses resulting from qualifying natural disasters that occurred in the 2018 and 2019 calendar years.
Home Educators are Teachers Act of 2021 This bill expands the tax deduction for certain expenses of elementary and secondary school teachers to include home school teachers and home schooling expenses.
