Enacts the "Livable New York act" to fight back against climate change, provide additional affordable housing and provide employment opportunities for formerly incarcerated individuals; makes a three billion dollar appropriation therefor.
Relates to the climate change adaptation cost recovery program and requirements for climate change adaptive infrastructure projects; relates to the use of funds from the climate change adaptation fund for certain projects; relates to the disclosure of certain data from returns of petroleum or fossil fuel businesses; relates to expenditure of funds from the climate change adaptation fund; repeals certain provisions; relates to severability and legislative findings.
Requires the establishment of a renewable hydrogen incentive program to support the production, processing, delivery, storage, or end use of hydrogen in New York for the purpose of meeting the greenhouse gas emissions goals of the climate leadership and community protection act (CLCPA).
Repeals provisions of law relating to prohibiting the installation of fossil-fuel equipment and building systems in new construction and to establishing decarbonization action plans for state-owned facilities.
Directs the New York state energy research and development authority to conduct a study of the technical and economic feasibility and ratepayer impact of a zero-emission electrical system and a reduction in greenhouse gas emissions.
Prohibits proceeds from the auction or sale of carbon dioxide emission allowances pursuant to New York's participation in the regional greenhouse gas initiative (RGGI) from being transferred into the state general fund; provides that if such proceeds are transferred to the state general fund, they shall be used for the purposes directed by the RGGI.
Establishes an abatement and exemption from real property taxes for capital improvements to reduce carbon emissions in cities with a population of one million or more.
Enacts the "low-carbon building construction act"; relates to requiring construction of any building, addition or renovation greater than 25,000 square feet meet certain standards intended to reduce the embodied carbon emissions associated with the construction.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
This bill requires New York's gas utilities to develop and implement hybrid heating pilot programs. These programs pair heat pumps with gas heating systems to reduce greenhouse gas emissions while maintaining reliable heating, especially in cold weather. Utilities must submit detailed plans within six months, prioritizing low-income households and disadvantaged communities, and track participation and emissions data. The state will allow utilities to recover installation costs over five years through customer surcharges, with annual reports required to evaluate performance and cost savings.
