This bill imposes a $50-per-seat or $200-per-flight tax (whichever is greater) on non-essential helicopter and seaplane flights operating within New York City (population over 1 million) starting in 2025. It directly affects flight operators, excluding essential services like emergency response, medical flights, and research, as well as "quiet aircraft" (electric models meeting strict noise standards). Operators must file quarterly tax returns with penalties for late payment, including a 400% penalty for unpaid taxes. Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.
Relates to the reuse of building construction, deconstruction, and demolition materials, including requiring local deconstruction ordinances and reporting requirements for local political subdivisions awarded grants for construction, deconstruction and demolition projects; establishes a construction, deconstruction, and demolition waste prevention and reduction grant and technical support program; establishes deconstruction contractor certification requirements.
Provides that the assignment, transfer, or modification of leases for exploration, development, and production of gas or oil in state forests, reforestation areas and wildlife management areas shall not allow expansion or extension of such provisions.
Establishes the "garden protection act", protecting the rights of individuals to cultivate home vegetable gardens, native plant gardens, and/or pollinator gardens.
Establishes the previously owned zero-emission vehicles rebate program to provide an incentive of an amount up to $2,000 for individuals who purchase used or previously owned zero-emission vehicles.
Prohibits the disabling, removal or interference with emission control devices and the use of emission tampering devices; provides remedies for the violation of such provisions.
Establishes the climate corporate data accountability act requiring certain business entities within the state to annually disclose scope 1, scope 2 and scope 3 emissions; establishes the climate accountability and emissions disclosure fund.
