This bill imposes a $50-per-seat or $200-per-flight tax (whichever is greater) on non-essential helicopter and seaplane flights operating within New York City (population over 1 million) starting in 2025. Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
Directs the state energy planning board to conduct a study on time frames for replacing or upgrading battery energy storage systems at renewable energy facilities in preparation for clean energy storage and distribution across the state.
Requires that an assessment of the role that permit approvals for air contamination sources plays in contributing to stationary and mobile sources of air pollution be included in an addendum to the strategies for the development of community emission reduction programs; requires disclosure of last mile warehouse permits.
Prohibits the sale and distribution of compact fluorescent mercury-added lamps and linear fluorescent mercury-added lamps on and after January 1, 2029; provides exceptions; allows for sale of otherwise prohibited lamps from existing stock acquired prior to such date.
Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.

Establishes the climate corporate data accountability act requiring certain business entities within the state to annually disclose scope 1, scope 2 and scope 3 emissions; establishes the climate accountability and emissions disclosure fund.
Directs the state fire prevention and building code council to update the state fire prevention and building code and the state energy conservation construction code within 18 months of the publication of any updated or revised edition of the international and national codes relating thereto, so as to ensure that the state's codes reflect such revisions and updates.
