Establishes the research literacy enhancement program to make grants to academic institutions within the state which seek to conduct research on literacy; creates the research literacy enhancement fund.
Provides that the purposes, powers and authorized expenditures of the New York state archives partnership trust board may be exercised for the benefit of the New York state museum and the New York state library, in addition to the New York state archives.
Reduces certain commercial rent taxes for premises occupied by certain retail or food services businesses having a base rent of less than one million dollars per year and located in the borough of Manhattan south of the center line of ninety-sixth street.
Establishes a disability employment innovation fund; authorizes the issuance of "Classic NY" series license plates consisting of reissued historical license plate designs; authorizes the commissioner of motor vehicles to identify, reserve, and auction certain license plate configurations that are determined to have elevated market value; directs proceeds of "Classic NY" series plates and any auctioned plates to be deposited into the disability employment innovation fund.
