Provides that the advisory council on agriculture shall advise the commissioner in establishing procedures for making annual awards recognizing New York farms, agricultural and food businesses, and institutions that are successful in producing, processing, marketing, and/or promoting New York farm and food products; makes related provisions.

Authorizes the employment of state and local work release inmates by not-for-profit organizations and public service projects; provides that inmates and prisoners may refuse to participate in employment by a not-for-profit organization when such employment is contrary to his or her religious or ideological beliefs.

A 6723: Establishes the solar panels to school districts on Long Island pilot program

Establishes the solar panels to school districts on Long Island pilot program to provide solar panels to the state universities of New York and boards of cooperative educational services located on Long Island for such universities and programs to conduct a training program for persons interested in learning solar panel installation and operation and to then install such solar panels upon school districts on Long Island to provide electricity to such school districts; provides that excess electricity be granted to the Long Island Power Authority free of charge.
