HR 867: High Speed Rail Corridor Development Act of 2021

High Speed Rail Corridor Development Act of 2021 This bill revises and reauthorizes through FY2025 the high-speed rail corridor development competitive grant program of the Department of Transportation (DOT). In awarding grants, the bill requires DOT to prioritize (1) projects that involve the purchase of electrified next generation passenger rail equipment, and (2) applications for projects that provide for a greater non-federal share of the cost of such projects. DOT must also for each fiscal year set aside 50% of funds for projects with a federal share that does not exceed 50% of the project net capital cost.

HR 870: National Broadband Plan for the Future Act of 2021

National Broadband Plan for the Future Act of 2021 This bill requires the Federal Communications Commission (FCC) to update the national broadband plan, which establishes benchmarks to meet the goal of ensuring that all people of the United States have access to broadband capability. This update must include (1) an assessment of the progress in achieving the goals of the original national broadband plan; (2) an examination of the effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on how people learn, work, receive medical information and treatment, and participate in civic communications; and (3) an analysis of the change in reliance people will have on services enabled by broadband internet access service as a result of COVID-19. The FCC must report annually on its progress toward achieving the goals of the updated national broadband plan.

HR 892: Pre-existing Conditions Protection Act of 2021

Pre-existing Conditions Protection Act of 2021 This bill reestablishes requirements for private health insurance plans with respect to preexisting conditions, guaranteed enrollment, and discrimination based on health-related factors if they are repealed by another law. In such event, the bill prohibits private health insurance plans from (1) limiting or excluding benefits covering preexisting conditions; (2) denying enrollment to employers or individual applicants, subject to specified limits; (3) establishing rules for eligibility based on an individual's health status; or (4) requiring an individual to a pay higher premium than similarly situated individuals enrolled in the plan based the individual's health status. The bill also prohibits plans from collecting genetic information in connection with issuing health insurance and provides requirements for workplace wellness programs connected to health insurance.

HRES 101: Providing for the adoption of the concurrent resolution (S. Con. Res. 5) setting forth the congressional budget for the United States Government for fiscal year 2021 and setting forth the appropriate budgetary levels for fiscal years 2022 through 2030.

This resolution adopts a concurrent resolution (S.Con.Res. 5) that establishes the congressional budget for the federal government for FY2021, sets forth budgetary levels for FY2022-FY2030, and provides reconciliation instructions for legislation that increases the deficit.

HR 886: COVID–19 Diaper Assistance Act

COVID-19 Diaper Assistance Act This bill provides additional funding for FY2021 for the Social Services Block Grant to provide diapers, wipes, and other diapering supplies to families in need. This grant is a flexible funding stream used by states and territories to support a wide range of social services.

HR 891: Students and Families Empowerment Act

Students and Families Empowerment Act This bill expands tax deductions and grace periods that apply to student loan payments. The bill modifies the tax deduction for interest on education loans to replace the dollar limitation and the limitation based on modified adjusted gross income with a $750,000 limit ($1.5 million in the case of a joint return) on the aggregate amount of qualified education loans that may be taken into account for the deduction. The bill excludes from gross income the discharge of any student loan debt pursuant to income contingent and income-based repayment plans under the Higher Education Act of 1965. The bill extends from 6 months to 12 months (1) the grace period before payment must begin on Federal Direct Stafford Loans and Federal Direct Unsubsidized Stafford Loans after the student ceases to carry at least one-half of the normal full-time academic workload, and (2) the deferment periods for parent borrowers and graduate or professional student borrowers with Federal Direct PLUS Loans. The bill prohibits interest from accruing on a Federal Direct Unsubsidized Stafford Loan or a Federal Direct PLUS Loan during the 12-month extension or deferral period.

HR 885: Small Business PPE Tax Credit Act

Small Business PPE Tax Credit Act This bill allows certain small businesses a tax credit for qualified personal protective equipment expenses, up to $25,000 in a taxable year. The entities eligible for such credit include farms, veterans organizations, and tribal business concerns. The bill defines qualified personal protective equipment expenses to include the cost of equipment for reducing the risk of coronavirus (i.e., the virus that causes COVID-19) transmission, including gloves, medical masks and protective gear, and cleaning supplies.

HR 856: OMAR Act

Oversight for Members And Relatives Act or the OMAR Act This bill prohibits the use of campaign funds to compensate the spouse of a candidate or an individual holding federal office. It also requires disclosure of payments made to spouses or immediate family members. Specifically, the bill prohibits an authorized committee of a candidate or any other political committee that is established, maintained, or controlled by a candidate or an individual holding federal office from directly or indirectly compensating the spouse of the candidate or individual for services provided to or on behalf of the committee. The prohibition does not apply to a political committee of a political party. Next, the bill requires a political committee to report on disbursements to the spouse or an immediate family member of the candidate or the individual holding federal office. Finally, the bill requires any penalty for a violation of the bill to be imposed on the candidate or the individual holding federal office if the candidate or individual involved knew of the violation. Further, it prohibits the committee involved from reimbursing the candidate or individual for the penalty.

HR 902: DEBT Act of 2021

Decreasing Employees Burdensome Taxes from Student Loans Act of 2021 or the DEBT Act of 2021 This bill modifies tax provisions relating to the exclusion from employee gross income for employer-provided educational assistance and the student loan interest tax deduction. Specifically, it (1) expands the tax exclusion for employer-provided educational assistance programs to include an employer's payment of any qualified education loan incurred by an employee, (2) increases the maximum amount that may be excluded from the gross income of an employee under employer-provided educational assistance programs, and (3) increases the maximum tax deduction and the income limitation for interest on education loans.

HR 890: GYMS Act of 2021

Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.

HR 851: FAAN Act

Future Advancement of Academic Nursing Act or the FAAN Act This bill authorizes the Health Resources and Services Administration (HRSA) to award grants to nursing schools to increase capacity to respond to public health emergencies and pandemics and otherwise enhance nursing education programs. In awarding these grants, HRSA shall prioritize historically Black colleges and universities and other minority-serving institutions, schools that are located in medically underserved communities, and schools in areas with shortages of health professionals.
