HR 1487: Microloan Transparency and Accountability Act of 2021

Microloan Transparency and Accountability Act of 2021 This bill modifies reporting requirements related to the Small Business Administration's (SBA) disbursement of certain financial assistance. Specifically, the bill requires the SBA to report certain metrics related to the disbursement of microloans to small businesses, including (1) the number, amount, and percentage of such loans that went into default in the previous year; (2) the extent to which microloans are provided to small businesses in rural areas; and (3) the average size, rate of interest, and amount of fees charged for each microloan.

HR 1195: Workplace Violence Prevention for Health Care and Social Service Workers Act

Workplace Violence Prevention for Health Care and Social Service Workers Act This bill requires the Department of Labor to address workplace violence in health care, social service, and other sectors. Specifically, Labor must issue an interim occupational safety and health standard that requires certain employers to take actions to protect workers and other personnel from workplace violence. The standard applies to employers in the health care sector, in the social service sector, and in sectors that conduct activities similar to those in the health care and social service sectors. In addition, Labor must promulgate a final standard within a specified time line.

HR 2628: Debt Collection Practices Harmonization Act

Debt Collection Practices Harmonization Act This bill applies certain consumer protections regarding debt collection to debt owed to a state. It also specifies that existing limits on civil damages awarded for abusive practices by a debt collector must be adjusted for inflation. A court may award injunctive relief for certain debt collection violations. The Department of the Treasury may not contract with any debt collector or other private party to recoup overpayments of certain disaster assistance made to an individual or household by the Federal Emergency Management Agency (FEMA), except in cases of fraud or deceit.

HR 2634: LIFT Act

Local Infrastructure Financing Tools Act or the LIFT Act This bill allows the issuer of an American Infrastructure Bond a credit with respect to each interest payment under such bond. The bill restores advance refundings of bonds to allow states and localities to refinance existing debt. The bill increases to $30 million the limitation on bank-qualified debt for small municipal and nonprofit issuers.

HR 2598: COVID–19 Safe Birthing Act

COVID-19 Safe Birthing Act This bill expands coverage of maternal health care under Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and private health insurance. The bill specifically provides for Medicare and Medicaid coverage of maternal health services that are furnished via telehealth. It also requires Medicaid, CHIP, and private health insurance to cover prenatal services and one year of postpartum care without cost-sharing. The bill also requires short-term, limited-duration health insurance plans, association health plans, and health care sharing ministries to cover COVID-19 testing without cost-sharing. It also requires state Medicaid programs to provide coverage of COVID-19 testing for pregnant individuals who are uninsured. Additionally, as a condition of Medicare participation, hospitals must permit pregnant individuals to be accompanied by someone of their choosing (in addition to a doula or other health care worker) during labor, delivery, and recovery, and may not implement any discriminatory policies that restrict hospital access or birthing options for pregnant individuals.

HR 2599: Sandy Duplication of Benefits Fairness Act

Sandy Duplication of Benefits Fairness Act This bill expands the applicability of the waiver of the prohibition against duplication of benefits for disaster relief recipients following Superstorm Sandy. Under current law, the waiver period extends from January 1, 2016, through December 31, 2021. This bill begins that period on October 1, 2012, through December 31, 2021. This change would permit individuals who suffered losses resulting from Superstorm Sandy and who initially applied for and received federal benefits, including Small Business Administration disaster relief loans, to receive additional federal benefits, including funds under the Department of Housing and Urban Development Block Grant for Disaster Relief (CDBG-DR), without having to repay such additional benefits.

HR 2608: Ensuring Seniors Access to Local Pharmacies Act of 2021

Ensuring Seniors Access to Local Pharmacies Act of 2021 This bill establishes several requirements for prescription drug plans under the Medicare prescription drug benefit. Specifically, the bill requires prescription drug plans to allow any pharmacy located in a health professional shortage area, a medically underserved area, or a rural area to be included as an in-network pharmacy if the plan already has other in-network pharmacies in the same area. The bill also establishes certain standards for prescription drug plans regarding pharmacy reimbursements and related disclosures. Among other things, the bill prohibits prescription drug plans from reimbursing a pharmacy in an amount that is less than the amount the pharmacy benefits manager (PBM) reimburses an affiliated pharmacy (i.e., a pharmacy that has a shared ownership interest with the PBM) for the same services.

Colorectal Cancer Payment Fairness Act This bill eliminates Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure, beginning in 2023 (rather than 2030).

HR 2565: FDA Modernization Act of 2021

FDA Modernization Act of 2021 This bill allows an applicant for market approval for a new drug to use methods other than animal testing to establish the drug's safety and effectiveness. Under this bill, these alternative methods may include cell-based assays, organ chips and microphysiological systems, sophisticated computer modeling, and other human biology-based test methods.

HR 2550: Traveling Parents Screening Consistency Act of 2021

Traveling Parents Screening Consistency Act of 20 21 This bill directs the Government Accountability Office to review implementation of requirements regarding screening by the Transportation Security Administration (TSA) of baby formula, breast milk, purified deionized water for infants, and juice on airlines. Specifically, the review must consider whether the TSA effectively manages consistency of screening protocol applications for formula, breast milk, purified deionized water for infants, and juice; evaluate the need for the TSA to update and revise procedures for such screening; assess whether the TSA effectively tracks passenger complaints related to such screening to monitor trends and identify inconsistencies; evaluate the TSA's communications and information sharing practices for passengers, air carriers, and airports relating to screening protocols for such screening; evaluate the TSA's policies regarding the screening of passengers with nursing products; and make recommendations for improving the TSA's overall screening practices relating to such screening.

HR 2554: CRUISE Act

Careful Resumption Under Improved Safety Enhancements Act or the CRUISE Act This bill requires various activities to mitigate the impact of COVID-19 on the operation of cruise ships. Specifically, the bill establishes a working group comprised of specified federal departments and industry stakeholders to develop recommendations for resuming cruise ship operations. In addition, the Centers for Disease Control and Prevention (CDC) must issue (within 30 days) separate recommendations on mitigating the introduction, transmission, and spread of COVID-19 onboard cruise ships and to communities onshore. The CDC must consult with the working group on these recommendations. Furthermore, the Department of Health and Human Services must revoke by July 4, 2021, its order issued on November 4, 2020, which restricts the operation of cruise ships in U.S. waters.
