Health Force, Resilience Force, and Jobs to Fight COVID-19 Act of 2021 This bill establishes and expands programs to bring on individuals to perform public health functions, such as contact tracing and vaccine administration, to respond to the COVID-19 (i.e., coronavirus disease 2019) emergency and meet future public health needs. The bill provides funding for the Centers for Disease Control and Prevention (CDC) to establish a Health Force. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules. To establish the force, the CDC must award grants within 30 days to state, tribal, territorial, and local governments and community health centers to recruit and train individuals for roles in public health and health care. The Federal Emergency Management Agency (FEMA) must hire and train additional individuals for its Cadre of On-Call Response/Recovery Employees. These employees may be detailed to certain federal agencies or to state, local, or tribal governments to support response efforts related to COVID-19 or other disasters or emergencies.
Safe Routes to School Expansion Act This bill expands eligibility under the Highway Safety Improvement Program to include certain safety projects related to safe routes to school infrastructure improvements such as sidewalks, crosswalks, signage, bus stop shelters or protected waiting areas. The bill increases the federal share for the Department of Transportation (DOT) to fund improvements for pedestrian or bicyclist safety, safety of people with disabilities, and safe routes to school infrastructure. DOT must also carry out a safe routes to school program for the benefit of children in primary, middle, and high schools.
Safe and Quiet Skies Act of 2021 This bill sets forth requirements for commercial air tour flights. Among other requirements, the bill prohibits tour flights within a half mile of military installations, national cemeteries, national wilderness areas, national parks, and national wildlife refuges; prohibits tour flights from operating at an altitude of less than 1,500 feet; requires tour flights over occupied areas (e.g., residential, commercial, and recreational areas) to be no louder than 55dbA; and allows states and localities to impose additional requirements that are stricter than the minimum federal requirements.
Health Care Affordability Act of 2021 This bill revises the tax credit for health care premium assistance to expand the eligibility of low-income taxpayers for such credit and reduce the cost of health care premiums.
Wear Your Mask Act This bill requires each federal agency to take action to ensure that an individual is required to wear a face mask inside a federal facility under its jurisdiction if the individual is within six feet of another individual to minimize the transmission of COVID-19 (i.e., coronavirus disease 2019). Each agency shall make face masks available at each entrance to a federal facility at which such agency maintains a presence. The bill terminates such requirements when the National Institute of Allergy and Infectious Diseases determines, and publishes in the Federal Register a notification, that the requirement to wear a mask is no longer necessary to prevent such transmission.
Secure U.S. Capitol Act This bill directs the Architect of the Capitol to install permanent fencing around the perimeter of the U.S. Capitol, taking into account specified factors relating to safety, security, access, and overall design. The fencing must be installed by January 1, 2023. On January 7, 2021, in response to the previous day's events, razor wire fencing was erected to secure the perimeter of the U.S. Capitol; the fencing is to remain in place for 30 days, with possible extensions.
FEMA Empowering Essential Deliveries Act or the FEED Act This bill authorizes the Federal Emergency Management Agency (FEMA) to approve state, local, and Indian tribal government plans to partner with small and mid-size restaurants and nonprofit organizations to provide nutritious meals to individuals in need. Specifically, during the period following the President's emergency declaration of March 13, 2020, and under any subsequent major disaster declaration that supersedes it, FEMA may approve plans from state, local, and Indian tribal governments that (1) establish contracts with small and mid-sized restaurants and nonprofits, including faith-based organizations and soup kitchens, to prepare healthy meals for people in need; and (2) provide for partnerships with nonprofit organizations to purchase directly from food producers and farmers. FEMA shall waive federal matching requirements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act during such period.
Honoring Our WWII Merchant Mariners Act of 2021 This bill requires the Department of Veterans Affairs to distribute a payment of $25,000 to U.S. merchant marines who engaged in qualified service during World War II. To be eligible, an individual must apply for the benefit and must not have received benefits under the Servicemen's Readjustment Act of 1944. The bill sets forth what constitutes qualified service, including time frame of service and licensing requirements.
Care for the Veteran Caregiver Act This bill updates the Program of Comprehensive Assistance for Family Caregivers of the Department of Veterans Affairs (VA), including by requiring the VA to continue to provide assistance to a family caregiver for at least six months after the death of a veteran participating in the program. Additionally, the bill requires the VA to establish a process by which veterans who are determined to have the most significant need for caregiver assistance are permanently eligible for such assistance. The bill requires the VA to standardize the criteria used across all facilities in its required evaluations of the needs of the veterans and the skills of the family caregiver. The VA must also standardize criteria used in accepting and evaluating applications for participation in the program across all facilities.
Analyzing Disaster Vulnerabilities and Applicable National Capabilities for Emergencies Act or the ADVANCE Act This bill directs the Department of Homeland Security (DHS) to conduct national hazard preparation and response exercises and to report to Congress on such exercises and to report annually on the impact of natural disasters or public health emergencies on critical infrastructure. Specifically, DHS, in coordination with the Department of Energy (DOE), must at specified intervals conduct an exercise to test the modeling, simulation, and analysis capabilities and their utility for emergency response of the United States with respect to significant natural disasters or public health emergencies impacting critical infrastructure. Each exercise shall be coordinated through the National Infrastructure Simulation and Analysis Center and the DOE National Laboratories and Technology Centers.
This resolution identifies women's cardiovascular health as an important health care issue and supports gender-specific cardiovascular health research, prevention, and treatment.
Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex. Specifically, it (1) limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, (2) enhances nonretaliation prohibitions, (3) makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages, and (4) increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program for negotiation skills training for girls and women, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill also establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.
