Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.
Original National Domestic Violence Awareness Month Resolution of 2021 This resolution supports the goals and ideals of National Domestic Violence Awareness Month. Further, it expresses the sense of the House of Representatives that Congress should continue to raise awareness of and support programs to end domestic violence.
Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.
State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.
Medicare Mental Health Inpatient Equity Act of 2021 This bill removes the 190-day lifetime limit on inpatient psychiatric hospital services under Medicare.
Preventing Vigilante Stalking Act of 2021 This bill increases the maximum prison term for a stalking offense, if the offense is committed with the intent to obtain health care information of an individual or to prevent the health care decisions of an individual.
Informing Veterans on Education for Transitioning Servicemembers Act or the Informing VETS Act This bill requires the Department of Veterans Affairs to regularly promote the Veteran Readiness and Employment program by (1) sending a letter to each veteran entitled to the program that explains the educational benefits of the program, and (2) providing in each letter and online a side-by-side comparison of benefits between the program and Post-9/11 GI Bill educational assistance.
Bring Animals Relief and Kibble Act of 2021 or as the BARK Act of 2021 This bill extends federal protection from civil and criminal liability that applies to donations of food or grocery products for needy individuals to the donation of pet food or supplies.
Student Food Security Act of 2021 This bill expands the Supplemental Nutrition Assistance Program (SNAP) and establishes programs to address food insecurity among college students. Specifically, the bill permanently modifies the eligibility requirements to allow additional college students to receive SNAP benefits, and it establishes a demonstration program to allow college students to use SNAP benefits on college campuses instead of meal plans.
This resolution strongly disapproves of the escalation of political tensions between the government of Ethiopia and the Tigray People's Liberation Front into armed conflict, and it calls for the immediate cessation of hostilities in the Tigray region as well as an end to violence throughout Ethiopia. Further, the resolution urges all parties to work to protect human rights, and it calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and that provide humanitarian support.
Commerce, Justice, Science, and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations to the Department of Commerce, the Department of Justice (DOJ), the science agencies, and several related agencies. The bill provides appropriations to the Department of Commerce for the International Trade Administration, the Bureau of Industry and Security, the Economic Development Administration, the Minority Business Development Agency, Economic and Statistical Analysis, the Bureau of the Census, the National Telecommunications and Information Administration, the U.S. Patent and Trademark Office, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and Departmental Management. The bill provides appropriations to DOJ for General Administration; the Executive Office for Immigration Review; the Office of Inspector General; the U.S. Parole Commission; Legal Activities; the U.S. Marshals Service; the National Security Division; Interagency Law Enforcement; the Federal Bureau of Investigation; the Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Federal Prison System. The bill also provides appropriations to DOJ for state and local law enforcement activities, including the Office on Violence Against Women, the Office of Justice Programs, and Community Oriented Policing Services (COPS). The bill provides appropriations for science agencies, including the Office of Science and Technology Policy, the National Space Council, National Aeronautics and Space Administration (NASA), and the National Science Foundation. The bill provides appropriations to related agencies, including the Commission on Civil Rights, the Equal Employment Opportunity Commission, the U.S. International Trade Commission, the Legal Services Corporation, the Marine Mammal Commission, the Office of the U.S. Trade Representative, the State Justice Institute, and the Commission on the State of U.S. Olympics and Paralympics. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
Social Determinants Accelerator Act of 2021 This bill establishes the Social Determinants Accelerator Interagency Council and a grant program to address social determinants of health. These are nonmedical factors that influence health outcomes, such as income, educational attainment, and place of residence. Specifically, the bill establishes the council, comprised of federal and nonfederal members, to increase coordination among health and social service programs and provide technical assistance to increase the impact of such programs. In consultation with the council, the Department of Health and Human Services must award up to 25 grants to state, tribal, territorial, or local health agencies, certain nongovernmental entities, or consortia of entities (which must include a health agency) for social determinants accelerator plans. These plans must address at least one health and one social outcome for a specified target population.
