S 3492: A bill to address the importance of foreign affairs training in national security, and for other purposes.

This bill makes changes to the Foreign Service Institute and addresses other issues related to training Foreign Service and Department of State Civil Service personnel. The bill establishes within the institute (1) the Board of Visitors, which shall provide the State Department with advice and recommendations pertaining to the institute; and (2) the position of provost, which shall have duties such as overseeing and coordinating the institute's academic curriculum. The State Department may establish and implement an incentive program to encourage Foreign Service members with critical foreign language skills to maintain such skills. The bill also requires the State Department to expand its professional development and training, including by increasing offerings at partner organizations and offering courses using computer-based or computer-assisted simulations. The Foreign Service must (1) establish new fellowship programs for Foreign Service and Civil Service officers that include opportunities in certain organizations, such as think tanks and industry entities; and (2) report to Congress on how to expand certain existing fellowship programs to allow fellows in those programs to undertake follow-on State Department opportunities that will benefit from practical knowledge of the people and processes of Congress. The State Department must report to Congress on (1) offering certain training and professional development opportunities to congressional staff at State Department facilities, (2) a strategy for adapting and evolving training requirements to better meet current and future needs for 21st century diplomacy, and (3) a strategy for broadening and deepening training at the State Department.

HR 7382: Supply Chain Disruptions Relief Act

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

S 3979: Support Kids Not Red Tape Act of 2022

Support Kids Not Red Tape Act of 2022 This bill extends and modifies the authority of the Department of Agriculture (USDA) to waive certain requirements related to the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the Summer Food Service Program. Current law authorizes USDA to waive certain requirements, such as those related to nutritional content and congregate feeding, for the purpose of dealing with the COVID-19 pandemic. Under this bill, USDA shall have authority through FY2023 to grant such a waiver, with no waiver having effect past FY2023. Currently, USDA's authority to grant a waiver expires on June 30, 2022, with no waiver having effect past the 2021-2022 school year. If a state elects to receive a waiver that modifies the operation of a school breakfast or lunch program for the 2022-2023 school year, the state must provide a transition plan to USDA. USDA must provide technical assistance to help school food authorities and states meet nutritional standards and resume regular meal program operations for the 2023-2024 school year. While a waiver is in effect during the 2022-2023 school year, the state subject to the waiver must provide technical assistance in lieu of fiscal action for meal pattern violations due to supply chain disruptions. The bill also appropriates funds as necessary to carry out this bill's activities.

HR 7336: Gender Equity in College Sports Commission Act

Gender Equity in College Sports Commission Act This bill establishes a Commission on Gender Equity in College Sports. The commission must (1) compare how the National Collegiate Athletic Association (NCAA) operates men's and women's championship tournaments with respect to the treatment of the participating men's and women's teams, and (2) report to Congress on its findings with recommendations on how the NCAA can improve gender equity.

S 3956: WIPPES Act

Wastewater Infrastructure Pollution Prevention and Environmental Safety Act or the WIPPES Act This bill requires the Federal Trade Commission to issue regulations requiring entities responsible for the labeling or retail packaging of certain premoistened, nonwoven wipes (e.g., baby wipes, cleaning wipes, or personal care wipes) to label such products clearly and conspicuously with the phrase Do Not Flush and accompanying symbol as depicted under specified industry guidelines. The commission is authorized to enforce this requirement. Additionally, the Environmental Protection Agency must award competitive grants to states, local or tribal governments, nonprofit organizations, or public-private partnerships to increase community outreach about such labels.

S 3953: Affordable Loans for Any Student Act

Affordable Loans for Any Student Act This bill addresses repayment options, loan disclosures, and loan counseling for student loans. The bill revises requirements concerning repayment options for student loan borrowers. For instance, the bill terminates interest capitalization and origination fees for Federal Direct Loans, provides assistance to low-income borrowers or borrowers who are delinquent on loan payments, and replaces the existing income-based repayment plans with two new plans. Under the new plans, borrowers may choose (1) a fixed repayment plan with equal monthly payments paid over a period of 10 years, or (2) an income-based repayment plan with monthly payments equal to 10% percent of their income above the poverty level. The income-based plan is capped at 20 years of payments. The bill also revises requirements concerning student loan disclosures and student loan counseling for borrowers. For instance, the bill requires the Department of Education to maintain online counseling tools that provide borrowers with entrance and exit student loan counseling.

S 2675: Continuing Emergency Support for Restaurants Act

Continuing Emergency Support for Restaurants Act This bill provides an additional $48 billion in FY2021 for the Restaurant Revitalization Fund and designates specified amounts for fund administrative expenses and audits of grants made from the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

HR 7290: Baltic Defense and Deterrence Act

Baltic Defense and Deterrence Act This bill requires the Department of State to establish and implement an initiative to increase security and economic ties with the Baltic countries (i.e., Estonia, Latvia, and Lithuania). The bill also requires the Department of Defense to establish and implement an initiative to deepen security cooperation with the Baltic countries.
