S 4036: Public Health and Border Security Act of 2022

Public Health and Border Security Act of 2022 This bill requires the Department of Health and Human Services (HHS) to meet conditions related to notification and planning before terminating certain restrictions on imports and individuals entering the United States. Current law authorizes HHS to restrict entries and imports from foreign countries to prevent the introduction of communicable diseases. HHS exercised this authority as part of its COVID-19 response, including to allow for the expulsion of undocumented migrants at the border without any asylum processing. Under this bill, HHS may not terminate the restrictions for (1) at least 60 days after it notifies Congress of the end of the COVID-19 emergency, and (2) at least 30 days after it submits to Congress a plan for addressing the possible influx of migrants or imports resulting from lifting the restrictions.

S 4051: Protecting American Capital Act of 2022

Protecting American Capital Act of 2022 This bill requires the Department of the Treasury to annually report to Congress on portfolio investments made by U.S. persons in China. The report must include the U.S. persons making the investments, including state pension funds and those making more than 2% of the total annual investments; and the Chinese entities receiving the investments, including Chinese entities subject to U.S. sanctions and Chinese entities receiving more than $100 million. The initial report must include investment information back to January 1, 2008.

SJRES 17: A joint resolution requiring the advice and consent of the Senate or an Act of Congress to suspend, terminate, or withdraw the United States from the North Atlantic Treaty and authorizing related litigation, and for other purposes.

This joint resolution requires either the advice and consent of the Senate or an act of Congress before the President may suspend, denounce, or withdraw the United States from the North Atlantic Treaty. No funds may be used to support any efforts to suspend, denounce, or withdraw the United States from the treaty unless (1) both the House and the Senate pass a joint resolution approving withdrawal by a two-thirds vote, or (2) the funds are used pursuant to an act of Congress. The President shall notify Congress in writing of any effort to suspend, denounce, or withdraw from the treaty at least 180 days before taking such action. The President must also consult with Congress before providing such written notification. This joint resolution also authorizes the Senate Legal Counsel and the General Counsel of the House of Representatives to represent Congress in judicial proceedings related to actions that are inconsistent with this resolution.

S 4009: Rural Hospital Support Act

Rural Hospital Support Act This bill modifies and extends certain payment adjustments for rural hospitals under Medicare's inpatient prospective payment system. S 3491: Commission on Reform and Modernization of the Department of State Act

Commission on Reform and Modernization of the Department of State Act This bill establishes in the legislative branch a commission to examine the changing nature of diplomacy in the 21st century and ways the Department of State and its personnel can modernize to advance U.S. interests. The commission must offer recommendations related to topics such as (1) the State Department's organizational structure and infrastructure, (2) the link between diplomacy and other core U.S. interests such as defense, and (3) the core legislation that authorizes U.S. diplomacy. The commission must also periodically brief Congress on the commission's work. Within 18 months of this bill's enactment, the commission must provide to Congress and the President its final report of findings, conclusions, and recommendations. The report must also examine all substantive aspects of State Department personnel, management, and operations. The commission shall terminate 60 days after the submission of the final report.

HR 7429: Russian Digital Asset Sanctions Compliance Act of 2022

Russian Digital Asset Sanctions Compliance Act of 2022 This bill allows additional sanctions against Russia and creates specified reporting requirements regarding digital assets. Specifically, the President must periodically identify foreign persons who facilitate evasion of Russian sanctions using digital assets. The bill authorizes sanctions against such persons. The bill requires a U.S. taxpayer engaged in offshore digital asset transactions greater than $10,000 to file an annual Report of Foreign Bank and Financial Accounts with the Financial Crimes Enforcement Network. The bill allows the Department of the Treasury to prohibit U.S. digital asset trading platforms and transaction facilitators from transacting with Russian digital asset addresses. Additionally, Treasury must report on its progress in implementing the bill and must annually identify foreign digital asset trading platforms that are a high risk for sanctions evasion, money laundering, and other illicit activities.

HR 2326: Veterans’ Cyber Risk Awareness Act

Veterans' Cyber Risk Awareness Act This bill requires the Office of Public and Intergovernmental Affairs of the Department of Veterans Affairs (VA) to conduct a communications and outreach campaign to educate veterans about cyber risks . These risks can include disinformation, identity theft, scams, and fraud spread via the internet or social media. Additionally, the VA must seek to enter an agreement with a federally funded research and development corporation to perform a study that assesses (1) the vulnerability of veterans to cyber risks, (2) the availability and efficacy of resources to assist veterans in combatting such risks, and (3) the efficacy of the VA's outreach campaign. The study must also recommend ways the VA can reduce cyber risks to veterans.
